Small-scale fisheries have traditionally received less research effort than large-scale fisheries and are generally under-studied in Europe. In spite of their comparatively low volume of catches and economic importance, small-scale fisheries are socially important and an integral part of the European coastal zone. The study undertaken during the 1994-1998 planning contract on the Breton fishing fleet made it possible to underscore the size of the economic activity in regional territorial waters: More than 85% of the ships work there. This space, which is a matter of national sovereignty, is mainly managed at the regional level. Using the Celtic Sea and the North Sea as case studies, the fleet-based approach is shown to be the pathway to implement an effective ecosystem approach to fisheries management (EAFM) in European seas. First, a diagnostic on the health of each ecosystem is proposed based on the reconstruction of long time-series of catch, the analysis of mean indicators or stocks trajectories derived from ICES stock assessment results, and the analysis of ecosystem indicators. The development on the ecosystem-based approach to fisheries implies to improve integrated analysis of fisheries by considering the biological as well as the socio-economic dimensions of the exploitation and thus, an improvement in the knowledge of fleets structure, evolution and activity.
