In order to respond to new challenges faced by the IODE Programme an “IOC Project Office for IODE” has been established in Oostende, Belgium, with substantial support from the Government of Flanders (Belgium) and the City of Ostend (http://www.iode.org/projectoffice). Details of the IOC Project Office creation are provided in the report to IODE-18 (Document IOC/IODE-XVIII/12). The IOC Project Office for IODE was inaugurated on the 25th of April 2005. The 1st Session of the JCOMM/IODE Expert Team on Data Management Practices (ETDMP) was held in Oostende, Belgium between 15 and 18 September 2003. The ETDMP members discussed the requirements for end-to-end data management (E2EDM); existing and planned data management mechanisms and practices; cooperation with other programmes and expert teams; the strategy for the development of E2EDM; and future cooperation with the Ocean Information Technology (OIT) Pilot Project. The Group agreed on an Action Plan for the intersessional period based on three pilot projects identified by the sessional working groups: metadata management, data assembly, quality control and quality assurance, and the development of an E2EDM Prototype. |

Continued degradation of the Baltic Sea ecosystem has affected water quality, modified biodiversity, and impact regional fisheries. The Baltic Sea is now an ecosystem under extreme stress. In response to this situation, the countries in the drainage basin initiated a Joint Comprehensive Environmental Action Program for the Baltic Sea (JCP). The JPC, as adopted in 1992, strengthened and updated in 1998, constitutes a "Strategic Action Plan" for the Baltic Sea region. The joint JCOMM/GOOS Panel for Capacity Building and IODE held the Combined Modeling and Data Management Training Workshop (the "Jamboree"), 5-10 September 2005, in the IOC Project Office for IODE in Oostende, Belgium. It was attended by trainees from the Indian Ocean region, Africa and Central/South America. The red grouper fishery is in its decline phase presenting an average annual catch of 8191 t during the 1999 to 2003 period. Through these years Cuban fleet has reduced its fishing area toward the oriental region of the Campeche Bank while the artisanal fleet extended, increasing the overlap of sizes catched by the arisanal-industrial and artisanal-cuban fleets. The size composition of the catch shows that most of the fishes are captured before first maturation size. First catch age is 2 years, and complete fishery recruitment is at age 3 (age of first maturation), this being a factor against fishing sustainability and forcing adoption of management strategies.
