Dynamics of policy networks. The case of organic farming policy in the Czech Republic Organic Eprints
Moschitz, Heidrun; Hrabalova, Andrea; Stolze, Matthias.
To better understand the potential for successful and long-term establishment of environmental policy, the aim of this paper is to explore the network dynamics of a policy field that has become well established in the EU: organic farming. We look at the dynamics of the organic farming policy network in the Czech Republic over a period of ten years by applying a comparative formal network analysis. We focused in particular on the distribution of power between actors and how capacities of policy actors have evolved between 2004 (its year of accession to the EU) and 2014. We conclude that the organic farming policy network in the Czech Republic has been highly dynamic and has changed from one that was decidedly influenced by organic sector organizations to a...

Economic Impact of Agricultural Liberalisation Policies on Organic Farming in Switzerland Organic Eprints
Sanders, Jürn.
The poor international competitiveness of Swiss agriculture and the high level of border protection in place have given rise to an ongoing public debate in Switzerland about whether agricultural markets should be comprehensively liberalised. More specifically, three different partial revisions of Swiss legislation on agriculture are currently under discussion (AP 2011 reform, WTO liberalisation agreement, EU agricultural free trade agreement), all of which aim to improve the competitiveness of the agri-food industry. Against this background, the overall aim of this thesis is to analyse the potential impact of these policies on land use, livestock husbandry and the financial performance of organic and non-organic farms. An additional aim of the thesis is to...

Values Based Supply Chains as a Tool for Territorial Development Organic Eprints
Stotten, Rike; Schermer, Markus; Pugliese, Patrizia; Lamine, Claire; Bui, Sibylle.
Recently established organic regions aim to be model regions of sustainability. This paper focuses on the role and configurations of values based supply chains for the territorial development of organic regions. Three different case studies of organic regions in Italy, France and Austria are investi-gated. Principles of organic farming according to the International Federation of Organic Agriculture Movement and the concept of neo-endogenous development by Christopher Ray serve as frame-work for analyzes. Finally, we include values-based supply chains into the model of neo-endogenous development: first to link values on a territorial level and second as a tool to imple-ment them.

Økologisk skolemad – betingelser for de økologiske leverandører Organic Eprints
Nielsen, Thorkild; Hansen , Stine Rosenlund; Hansen, Mette Weinreich; Kristensen, Niels Heine.

Environmental impacts of organic farming in Europe Organic Eprints
Stolze, M.; Piorr, A.; Häring, A.M.; Dabbert, S..
Organic farming has become an important element of European agri-environmental policy due to increasing concern about the impact of agriculture on the environment. This book describes in detail the environmental and resource use impacts of organic farming relative to conventional farming systems, based on a set of environmental indicators for the agricultural sector on a European level. The policy relevance of the results is also discussed in detail.

Organic dairy farms in the EU: Productions systems, economics and future development Organic Eprints
Häring, A. M..
Organic farming is increasingly considered in the European Common Agricultural Policy. Sound evaluations of the effects of policy measures on organic farms in the EU are needed to face the challenges in future policy design. The effects of various policy scenarios on profitability and development strategies of typical organic dairy farms are analysed for the EU countries––Germany, Denmark, the United Kingdom and Italy. Based on an approach which links simulation modelling and focus groups consisting of farmers and advisors, profitability of typical farms is analysed, the impact of policy scenarios (Agenda 2000 and two alternatives) simulated and farm adaptation strategies forecasted. Size, structure, productivity, profitability and policy environment...

Sustainability strategies for organic food and farming Organic Eprints
Kahiluoto, Helena.
Local organic food should be an accessible alternative, both concerning availability and price, for a citizen-consumer influencing through food choices, and for the rural poor. This sets a challenge to the politicians, as also addressed in the European Action Plan for Organic Food and Farming. Its is based on two pillars - consumer markets and public goods, and conclusively on two payers. The society pays through allocation of subsidizes and taxes as well as through legislation, which regulate the price relations. The economic interventions by society increase the equity and access to food in comparison to a price premium.

Tragfähige Zukunftsbilder für den Biolandbau ausgehend von seinen Wurzeln und Werten (Workshop) Organic Eprints
Schmid, Otto; Patzel, Nikola; Lindenthal, Thomas.

Organic versus GMOs: A case study Organic Eprints
Paull, John.
Organic agriculture versus genetically modified organisms. Are these two agricultural technologies destined for co-existence or conflict? This is a case study from Australia about two neighbours in conflict - Michael Baxter who planted GM canola and Steve Marsh his organic neighbour. A timeline of the events before and after the contamination events of 2010 is presented. GM canola was approved for Australia in 2003 - but the WA government promptly put a moratorium in place. That changed when the WA government changed in 2010. Baxter immediately took advantage of the exemption to grow GM canola. What followed was ... the contamination ... the decertification ... the legal action. There are four elements to this case: nuisance, negligence. injunction &...

Micro-economic instruments for impact assessment of multifunctional agriculture to implement the Model of European Agriculture: Work package 6: Subsidiarity, governance, and social demand issues Organic Eprints
The Common Agricultural Policy reform aims at higher international trade compatibility and better targeting of social, environmental and consumer concerns, while seeking to ensure the sustainable development of EU agriculture. To optimise the effectiveness .and efficiency of CAP reform options towards multi functionality implementations, tools are required to assess the impacts of agricultural production on the multiple functions of European landscapes. The Euroepan Model of European Agriculture (MEA) has a multifunctional perspective but policy makers lack multi functionality impact assessment tools. MEA-Scope will develop such a tool and thus will close the existing gap between pure ecological or social process models and sectoral macro-econometric or...

Marsh v Baxter, Kojonup to Canberra: Foresight, Hindsight and Insight Organic Eprints
Paull, John.
Australia is a global leader in organic production and a minnow in global GMO production. Organic produce consistently sells at a premium, while genetically modified (GM) produce consistently sells at a discount. In the case of Marsh and Baxter, the facts were agreed but their interpretation was not and this proved fatal to the case. This was a dispute between two farmer neighbours at Kojonup, Western Australia. When the GMO moratorium was lifted in WA, Baxter promptly planted Monsanto GM canola along his border with his organic neighbour. Marsh had previously warned Baxter that the organic certification of the Marsh farm was at risk if it was contaminated by an incursion of GM canola. The foreseen incursion eventuated and the certifier (NASAA) withdrew...

Förderung und Weiterentwicklung des Ökologischen Landbaus aus betrieblicher Perspektive: Eine Befragung von Landwirt- Innen aus dem Praxis-Forschungs-Netz des Thünen-Institutes Organic Eprints
Rodewald, M.; March, Solveig; Madsen, G.; Brinkmann, Jan.
Organic farming in Germany benefits from a large number of different national and regional political measures, in addition to a positive development of general demand of organic products. Despite these favorable conditions, however, fewer and fewer farms convert to organic farming. With the aim to expand the organically farmed land in Germany, the BMEL initiated the "Strategy for the Future of Organic Farming". One topic is to examine the possibilities of the development and improvement of the current organic subsidies policy. A nationwide survey amongst organic farms will also take into consideration the support of organic farming from the farmers’ point of view. In this context, 218 organic farms from all over Germany who participated in a...

Improving organic market data collection by using the supply balance sheet approach Organic Eprints
Hamm, Prof. Dr. Ulrich; Zakowska-Biemans, Dr. Sylwia.
Analyses of national markets for organic agricultural products are constrained by the lack of official statistics on production, consumption or international trade in any European country. As a result there are several, often very contradictory and inconsistent estimations on the amount of the organic production or consumption in the EU or even in individual EU countries. The main sources for market data estima-tions are surveys with market actors and sometimes extrapolations of household or retailer panel studies. One possibility to reduce the problem of inconsistent market data for a geographical region is to use the method of supply balance sheets (SBS). By using SBS which compare the resources and uses of a product, it is easier to detect...

The efficiency myth Organic Eprints
Ingemann, Jan Holm.
The evolution of the Common Agricultural Policy (CAP) in EEC/EU and the evolution of the Danish agricultural policy in the last four decades can be seen as complementary. That is the case because the European community as a whole could not originally supply itself with foods while Danish agriculture could supply a market around four times the size of its domestic one. Simultaneously agricultural policies in EEC and Denmark from the late 1950s were based on the same measurement, that is efficiency, and the same means, that is industrialisation of agricultural production. This common but complementary origin is the basis for the following analysis where the aim is to reflect present double-bindings related to the CAP by means of a brief historical sketch of...
