The rise of a western-style middle class in many successful emerging economies like China currently is inducing deep structural changes on agricultural world markets and within the global agri-food business. The current publication covers Albania, Bosnia-Herzegovina, Croatia, Kosovo under UNSCR 1244/99, the FYR Macedonia, Montenegro and Serbia, and provides an overview of the agricultural situation in the European Union (EU) candidate and potential candidate countries of the Western Balkans (WBs). The objective was to provide an analysis of the development and current situation in agriculture and agricultural policy in these countries as relates to the EU accession process. The individual country reports, as well as a cross-country overview and comparison, have been prepared as a part of "AgriPolicy" project, which was financially supported by the European Commission under the 7th framework program. |

Minority rights play a significant role in development policy, especially within inhomogeneous societies. The justification of minority rights is linked to the justification of human rights. The study develops elements of a new typology of minorities against the background of the question of legal claims of minorities and groups. This typology can become part of a mechanism to decide which type of minority may make justified claims to special rights. |

We have employed a simple model to analyse market regulation in a situation with multifunctional agricultural production, i.e., a public good produced jointly with a private good, and where there is imperfect competition in processing. We have analysed the impact on welfare of two archetype regulatory institutions formed to overcome the market imperfections. The institutions, a Regulatory Marketing Board and a Regulatory Marketing Cooperative, are both represented in the Norwegian agricultural market. Taking into account the cost of public funds, we find that the Board in general ensures the highest social welfare. This article provides a general coverage of political decisions in China to undertake, continue and extend its economic reforms and its goal of opening up to the outside world. It also considers the consequences of Chinese policies. The period leading up to the decision in 1978 to begin the reforms is considered first, particularly the period beginning in 1976, the year in which Zhou Enlai and Mao Zedong died and the Gang of Four were arrested. Current policy discussions are making a very clear connection between domestic climate policies and international trade. In this article, the economic, legal and implementation issues relating to border tax adjustments for climate policies are discussed. The overall conclusion drawn is that the connection between trade and the environment is not new, having been discussed in considerable detail since the early 1990s, and reflected in an extensive economics literature. From 1990 to 1994 the economic and political process of disintegration within the Russian Federation halved the domestic trade of grain between the various regions and caused significant reductions in the production. From European economic history and the experience of several developing countries follows that there is a strong correlation between the formation of domestic markets and sustainable growth in agricultural output. The objectives and relative effectiveness of different methods of providing temporary assistance to a particular industry experiencing a significant reduction in returns and liquidity are evaluated. It is doubtful that assistance can be justified for resource efficiency reasons. This is argued to be so when the cause of the downturn in industry returns is due to temporary factors, such as drought, and when it is due to long-term trend factors, such as economic growth.
