Three potential explanations of past CAP reforms have been identified in the literature: a budget constraint, pressure from GATT/WTO negotiations or commitments, and a paradigm shift emphasising agriculture’s provision of public goods. The presentation, content and context of the Health Check reform proposals of 2007/08 are assessed. The proposals are probably more ambitious than first supposed. The Health Check was not primarily driven by budget pressures; the European Commission’s wish to adopt an offensive negotiating stance in the closing phases of the Doha Round was a more likely explanatory factor. The current publication covers Albania, Bosnia-Herzegovina, Croatia, Kosovo under UNSCR 1244/99, the FYR Macedonia, Montenegro and Serbia, and provides an overview of the agricultural situation in the European Union (EU) candidate and potential candidate countries of the Western Balkans (WBs). The objective was to provide an analysis of the development and current situation in agriculture and agricultural policy in these countries as relates to the EU accession process. The individual country reports, as well as a cross-country overview and comparison, have been prepared as a part of "AgriPolicy" project, which was financially supported by the European Commission under the 7th framework program.

Heuristic Considerations on the Typology of Groups and Minorities AgEcon

Minority rights play a significant role in development policy, especially within inhomogeneous societies. The justification of minority rights is linked to the justification of human rights. The study develops elements of a new typology of minorities against the background of the question of legal claims of minorities and groups. This typology can become part of a mechanism to decide which type of minority may make justified claims to special rights.

The paper is of descriptive character and is based on literature review. It reviews the concept of homo economicus and homo politicus in the history of economic thought and tries to discover their characteristics in homo agricola. As demonstrated, one component of homo agricola can be of economic and another one of political nature. Those components can be separated or can be together. Agricultural economists, however, in their sophisticated mathematical models seem to reduce farmers’ behaviour to economic behaviour or rather to self-interested homo economicus. Regulatory Institutions in Agricultural Markets: A Comparative Analysis AgEcon

We have employed a simple model to analyse market regulation in a situation with multifunctional agricultural production, i.e., a public good produced jointly with a private good, and where there is imperfect competition in processing. We have analysed the impact on welfare of two archetype regulatory institutions formed to overcome the market imperfections. The institutions, a Regulatory Marketing Board and a Regulatory Marketing Cooperative, are both represented in the Norwegian agricultural market. Taking into account the cost of public funds, we find that the Board in general ensures the highest social welfare. Thirty Years of Economic Reform and Openness in China: Retrospect and Prospect AgEcon

This article provides a general coverage of political decisions in China to undertake, continue and extend its economic reforms and its goal of opening up to the outside world. It also considers the consequences of Chinese policies. The period leading up to the decision in 1978 to begin the reforms is considered first, particularly the period beginning in 1976, the year in which Zhou Enlai and Mao Zedong died and the Gang of Four were arrested. Technical Barriers to Interstate Trade: Noxious Weed Regulations AgEcon

We focus on regulations controlling the spread of noxious weeds, especially the trade effects of regulatory differences across U.S. states. We specify a gravity model for each state’s seed, nursery product, and commodity trade with each other state. Within the gravity model, we examine the role of cross-state regulatory congruence arising from ecological and agronomic characteristics and interest-group lobbying. A spatial-autoregressive Tobit model is estimated with a modified expectation-maximization algorithm. Results show that weed regulatory congruence positively affects interstate trade. By fostering cross-state regulatory differences, consumer and commodity-producer lobbying reduce the value of interstate trade by about two percent per annum.

An Empirical Investigation of Interproduct Relationships Between Domestic and Imported Seafood in the U.S. AgEcon

This study seeks to identify interproduct relationships between domestic catfish and a representative selection of imported seafood. In doing so, this study uses multivariate cointegration and structural analyses. Multivariate cointegration analysis suggests that six imported seafood product groupings form a common market with domestic catfish. Structural analysis reveals that 1) domestic and imported catfish are net and gross quantity substitutes; 2) domestic catfish and imported seafood are normal goods; 3) six imported seafood products are identified as gross quantity substitutes for domestic catfish; and 4) according to the derived Allais coefficients, interaction intensities of imported seafood for domestic catfish (from greatest to least) are as...

Current policy discussions are making a very clear connection between domestic climate policies and international trade. In this article, the economic, legal and implementation issues relating to border tax adjustments for climate policies are discussed. The overall conclusion drawn is that the connection between trade and the environment is not new, having been discussed in considerable detail since the early 1990s, and reflected in an extensive economics literature. Welfare distribution and poverty in Uganda, 1992 to 2000 AgEcon

This study covers a period of far-reaching economic reform policies and programs in Uganda. Measures of inequality and stochastic dominance analysis are applied to a series of regionally representatives national household surveys data to shed light on the patterns of inter-temporal changes in levels and distribution of welfare in Uganda. Stochastic dominance analysis of welfare distribution reveals that Ugandan households were better off in 2000 and 1997 than in 1992 irrespective of the choice of a poverty line. FIFTY YEARS OF REGIONAL INEQUALITY IN CHINA: A JOURNEY THROUGH REVOLUTION, REFORM AND OPENNESS AgEcon

This paper constructs and analyses a long run time series for regional inequality in China from the Communist Revolution to the present. There have been three peaks of inequality in the last fifty years, coinciding with the Great Famine of the late 1950s, the Cultural Revolution of the late 1960s and 1970s, and finally the period of openness and global integration in the late 1990s. Econometric analysis establishes that regional inequality is explained in the different phases by three key variables--the ratio of heavy industry to gross output value, the degree of centralization, and the degree of openness.

PRIMARY DETERMINANTS AND THE SPATIAL DISTRIBUTION OF CORRUPTION AgEcon

This paper analyzes the spatial distribution of corruption and its primary economic and political determinants. Economic freedom and development are found to lower incidences of corruption. Of notable significance, this study finds empirical evidence of a non-linear relationship between a country’s level of democracy and corruption. Extreme authoritarian regimes are found to have lower corruption levels than hybrid regimes, but past a certain threshold democracy inhibits corruption. More importantly the analysis in this paper finds that the economic and political actions of a country have a significant impact on corruption levels worldwide.

From 1990 to 1994 the economic and political process of disintegration within the Russian Federation halved the domestic trade of grain between the various regions and caused significant reductions in the production. PROS AND CONS OF TEMPORARY INDUSTRY ASSISTANCE AgEcon

The objectives and relative effectiveness of different methods of providing temporary assistance to a particular industry experiencing a significant reduction in returns and liquidity are evaluated. It is doubtful that assistance can be justified for resource efficiency reasons. This is argued to be so when the cause of the downturn in industry returns is due to temporary factors, such as drought, and when it is due to long-term trend factors, such as economic growth.
