Agrarian reform in Moldova, as in all former Soviet republics, involved the transfer of land and assets of collective farms in private possession, and also restructuring of the last. It was supposed that the given directions of reforms will provide, in shortest terms, recovery of agriculture and will serve as the catalyst for serious transformations of rural areas. As a matter of fact, they became the catalyst of new problems: As appeared subsequently, the end of land transformations does not mean at all the termination of problems, but only their beginning. It is well known the fact that improvement of the state in any sector of economy and even economy at all, is in direct dependence on correctness of decision-making. Agricultural cooperatives have been restructuring, by way of mergers, acquisitions, joint-ventures, and strategic alliances, to increase efficiencies to remain competitive in a changing business environment. The research evaluating the reorganization of cooperatives has revealed that less than one-half of the restructured businesses are financially successful. There is the potential to significantly influence the future health of the cooperative business sector if, first, insights can be gained concerning the factors being considered by cooperative managers when making restructuring decisions and, second, extension education programs can be adapted to meet the greatest need. Transformations in the food processing sectors of developing countries are increasingly seen as strategic from the point of view of export earnings, domestic industry restructuring and dietary issues. This article reviews a selection of the literature on these themes. It begins with a discussion of the main trends identifiable in the food processing industries of the three regional blocs of the developed world, since it is their combined impact that determines the complex patterns of globalization. Australian agriculture has suffered from a long-term decline in its terms of trade and a persistent cost-price squeeze. The effects on farm viability have led to declining and aging rural populations, rising rural unemployment, and substantial agricultural restructuring. To cushion these effects and assist in rural restructuring Australian State and Federal Governments have provided support to primary producers including drought aid, reconstruction aid and other support mechanisms. In Queensland the principle agency responsible for providing this support is the Queensland Rural Adjustment Authority (QRAA). This paper will examine the recent pattern of support QRAA has provided the Queensland beef industry and comment on its effectiveness and flow-on effects. |
