Social learning in collaborative settings can play an important role in reducing water management problems. In this paper we analyze the nature and effects of these learning processes in an international collaborative setting. We assert that social interactions contribute to substantive and relational learning, which involves changes in the motivations, cognitions and resources of individual actors. In addition, interactions may contribute to social learning, which is the case when actors develop collective outcomes on which further collaboration can be based. We use these theoretical insights to examine a water project in which Dutch and Romanian actors collaborate. Their interactions changed their individual motivations, cognitions, and resources and led... |

Feeding of the S. sprattus was studied comparatively with the dynamics of the zooplanktonic trophic base. In April, the sprat consumed 1,459 t of zooplankton, especially Acartia clausi (84 per cent). Zooplanktonic productivity was 30 per cent due to Acartia clausi, and the sprat consumed 56 per cent of this copepod production. In April, the wt growth of the sprat was 115 t. In May, the sprat consumed 6.201 t of zooplankton, that resulted in a fish production of 492 t. A clausi contributed 36.41 per cent to the zooplankton production and the sprat fed on copepods at a level of 93 per cent. In June, only 1,094 t of zooplankton resulted in a fish production of 87 t. Zooplanktonic production was 60 per cent due to A. clausi, and only 12 per cent of this was... |

Romanian legislation regarding the organic agro-food products, harmonized with community requirements, intends to create an organic agriculture according to the European systems. In the period 2004-2005 the stimulation of organic agriculture development was achieved generally through the accordance of subsidies on organic product over the level production realized in conventional system. The year 2006 bring important modifications in the subsidies accordance starting with the principle of decoupled subsidies from the volume of production. Diversification of the organic subsidies system and extinction for conversion steps too, can contribute to the increases of the certified organic farms and their profitability altogether representing a real support for... |

Romanian rural areas contain the highest level of agricultural workers in the European Union, resulting in the challenge of stimulating non-agricultural employment. This paper uses the methodology of policy evaluation to analyse the influence of 3 measures the CAP. From an objectives tree to reveal the objectives of the programme to statistical analysis and field surveys, we analysed the pertinence, the coherence and the first results of those schemes. It was found that the targeted population was under estimated for one of the semi-subsistence schemes. Choosing activities (tourism and enterprise) which are open to all rural society leads to enhanced competition between beneficiaries. Due to the global context of economic crisis, co-financing can be met... |

Using the most recent available data, this paper assesses who is likely to benefit, in the short-term, from the implementation of the CAP in Romania. Particularly, it focuses on the distributional impacts of the new form of agricultural subsidies under the CAP, i.e. SAPS and CNDP, identifying the main gainers and losers. Preliminary results reveal a highly uneven distribution of subsidies across farms, with the very large-scale ones, particularly those specialised in so-called “energy” crops, benefiting most from the flat rate direct aid. As a result, the existing gap between Romanian low-income and high-income farms will become larger, with those most vulnerable hardly benefiting from the introduction of (national and EU) direct payments. |

The purpose of this paper is to provide an understanding of corporate risk management practices in Romanian companies, by investigating the risk management approaches Romanian companies take. Our main findings are that Romanian managers are not aware of the magnitude of exposure their companies have to various types of risk – hazard, operational, financial and strategic risks, while they are able to manage rather well all these risks, even the ones that have the lowest impact on the business. At the same time, risk management systems employed by Romanian companies are rather inarticulate and based on traditional approaches towards risk management, which might represent by itself a major source of risk, given the complexity of the business environment they... |

The deep transformations brought about by the progressive and steady commitment of Romanian economy to the market economy have determined, among others, the modification of the role and status of rural household in the economic activity. Rural household changed from a simple participant, constrained to act in a certain way under a centralised, equalising and levelling system during the communist period, to a participant that carries out its activity in a competing environment in which initiative, creativity and efficiency are defining elements. Based on field surveys conducted at national level, the present paper intends to identify the evolution of economic behaviours specific to rural households under the influence of agricultural policy measures in the... |

This paper examines the production mode choices of rural households with an emphasis on the role of human capital in the agricultural transformation process. Farm restructuring in Central and Eastern Europe has resulted in a broad range of farm types, such as co-operatives, partnerships, individual farms and combinations of those. The fact that resources are allocated into different production organization modes is attributed to the utility maximization strategy of heterogeneous agents deriving income from uncertain sources in the face of absent or imperfect factor markets. Empirical results from a multinomial logit model estimated with data from two-year nation-wide survey of Romanian farm households support the hypothesis that the outcome of the... |

Applied general equilibrium modelling represents a powerful tool for assessing future likely economic changes due to upcoming or hypothesised policy shocks such as those brought about by EU enlargement. It entails the main advantage of considering the complex simultaneous linkages, interactions and feedback effects between various sectors, institutions and factor resources within an economy, as well as the inter- and intra-industry trade links with other economies across the globe. This technical paper develops a general equilibrium model applied to Romania (GEMAR) with an emphasis on the agricultural and food processing activities. A simple simulation example is then given for illustrative purposes. More extensive use of GEMAR will be made in other... |
