Supporting the Shift from State Water to Community Water: Lessons from a Social Learning Approach to Designing Joint Irrigation Projects in Morocco Ecology and Society
Dionnet, Mathieu; Lisode; mathieu.dionnet@lisode.com; Bluemling, Bettina; Wageningen University; bettina.bluemling@wur.nl.
This paper focuses on the evaluation of a participatory approach aimed at supporting groups of small-scale farmers in the design of joint drip irrigation projects. Our idea was to create a sustainable social learning environment in which they could acquire adaptive knowledge about new irrigation technology and about designing and managing a joint irrigation project while at the same time improving their negotiation capacities. We developed a framework to evaluate the process as well as the outputs and outcomes of the use of our approach with four groups of smallholder farmers in the Tadla irrigation scheme in Morocco. Our findings showed that the learning environment made it possible to compensate for the knowledge differential among stakeholders and to...

Water supply from wetlands in Tanzania OceanDocs
Mihayo, J.M..
This paper gives a brief discussion on water supply from wetlands in Tanzania. The majordrainage basins in Tanzania are described and the status and role of the Division of WaterResearch in the monitoring of water resources and data collection from wetlands and watersources are highlighted. The role of wetlands in the hydrological cycle, and the utilisation ofwetlands as water supply sources are discussed. The need for conservation and protection ofwetlands and other water sources is outlined.

Taking a multiple-use approach to meeting the water needs of poor communities brings multiple benefits AgEcon
International Water Management Institute (IWMI); International Water and Sanitation Centre; Global Water Partnership (GWP).
This briefing was produced by International Water Management Institute (IWMI), the IRC International Water and Sanitation Centre, the Technical Committee of the Global Water Partnership (GWP) and the GWP Advisory Center at IWMI. It draws primarily on research from the Multiple Use Systems (MUS) project and the Productive Uses of Water Thematic Group (Prodwat) (see references for further reading). The brief complements Catalyzing Change, the GWP handbook for developing IWRM and water efficiency strategies and plans, and the associated policy and technical briefs. Single-use approaches to water development and management do not reflect the realities of poor people’s water use. People use domestic water supplies for activities such as irrigating backyard...

Estimating productivity of water at different spatial scales using simulation modeling AgEcon
Droogers, Peter; Kite, Geoff.
A clear understanding of the current water balance is required to explore options for water saving measures. However, measurement of all the terms in the water balance is infeasible in terms of spatial and temporal scale, but hydrological simulation models can fill the gap between measured and required data. For a basin in Western Turkey, simulation modeling at three different scales, field, irrigation scheme and basin scale, was performed to obtain all terms of the water balance. These water balance numbers were used to calculate the Productivity of Water at the three spatial levels distinguished to assess the performance of the systems.

World water demand and supply, 1990 to 2025: scenarios and issues AgEcon
Seckler, David; Amarasinghe, Upali A.; Molden, David J.; de Silva, Radhika; Barker, Randolph.
Presents two alternative scenarios of water demand and supply for 118 countries over the 1990 to 2025 period and develops indicators of water scarcity for each country and for the world as a whole. This study is the first step in IWMI's long-term research goal: to determine the extent and depth of water scarcity, its consequences for individual countries and what can be done about it.

Economies of Scale and Technical Efficiency in Community Water Systems AgEcon
Shih, Jhih-Shyang; Harrington, Winston; Pizer, William A.; Gillingham, Kenneth.
In this study we use datasets from the 1995 and 2000 Community Water Supply surveys to examine the production costs of water supply systems. We first estimate the economies of scale in water supply by estimating the total unit cost as well as individual component cost elasticities. For total unit cost elasticity, we find that a 1% increase in production reduces unit costs by a statistically significant 0.16%. For individual component cost elasticities, we find that higher economies of scale exist in capital costs, outside costs, other costs, and materials costs; labor costs and energy costs exhibit lower but still positive economies of scale. These economies of scale may reflect production economies or suggest that larger systems are better than smaller...

Development and evaluation of a regional water poverty index for Benin AgEcon
Heidecke, Claudia.
The paper discusses the application of the Water Poverty Index (WPI) as a monitoring tool for Benin’s water sector. Benin is currently in a process of political decentralization shifting responsibility for and administration of rural water supplies from the national to the communal level. Appropriate indicators are needed for monitoring and analyzing the progress of the water sector for each community. The Water Poverty Index allows monitoring of a combination of aspects affecting rural water management, including water sources, access to and use of water, human capacity to manage water, and environmental impacts. The application of this index is tested for Benin at the regional level. A series of variables have been chosen for inclusion into the index...
