Avian Influenza outbreaks and poultry production mitigation strategies in the U.S. AgEcon

In this paper, two AI mitigation strategies are examined, quarantine and vaccination. Meanwhile, associated welfare changes are evaluated by using FASOM. Results found that changes of total national welfare of U.S are insignificant with or without vaccination. Once comes to livestock producers, impacts become significant although magnitudes are small. For example, under 20% demand shocks, vaccination strategy dominates no vaccination at the production, market and national level. However, vaccination has no advantage when there is no demand shifts.

In an effort to bolster confidence and protect the nation the U.S. government through agencies like the Department of Homeland Security is identifying vulnerabilities and evolving strategies for protection. Agricultural food supply is one identified vulnerable area, and animal disease defense is one of the major concerns there under. Should an outbreak of animal disease occur, it is likely to have a mass slaughter and disposal of animal carcasses. The current existing policy, mainly including slaughter policy and strict movement bans, may be not sufficient to control disease spread at reasonable cost. This study assessed the presence of influenza virus among young children and the coverage of vaccination from 2010 to 2012 in São Paulo, Brazil. The experiment was carried out to determine the antibody levels to infectious bronchitis virus (IBV) in 1120 broilers of two broiler flocks, both from the same parental flock and free from previous vaccination. Forty chicks of each line were alloted to the control group and the sera were tested by indirect ELISA. The vaccination program consisted on the administration of commercial vaccines against IBV at 10 and 25 days of age.
