Última The Impact of Farm Income Support on Absolute Inequality AgEcon Allanson, Paul. This paper focuses on the impact of agricultural support policies on the distribution of farming incomes, using measures to characterise and quantify the redistributive effects that are based on the change in the absolute Gini index. The provision of support to Scottish agriculture is found to have been at best ineffective as a means to reduce the average size of income disparities between farms. Agricultural policy is further shown to have been inefficient as a redistributive tool because of the adverse distributional effect of the re-ranking of farms induced by the provision of support. This paper explores the redistributive effect of classical horizontal inequities induced by agricultural support policy. Within farm type horizontal inequity (HI) is associated with differences in the level of support received by farms of a given type and level of pre-support income, whereas between farm type HI arises from systematic differences in support levels between commodity regimes. The overall redistributive effect of HI in Scottish agriculture is shown to be substantial, though systematic discrimination between farm types proves not to be the major cause. The imperfect targeting of support revealed by the empirical findings has implications for the design of policy.
