Multifunctionality of agriculture is with the growing importance in agricultural policies. The main argument behind multifunctionality is that agricultural production and thus, the whole agricultural sector has multiple roles, not just to produce food and fiber, but also to provide several non-market commodities. In this paper we analyse, how food prices have been spread between different actors in the Finnish food chain in 2000-2007. In addition, we compare price formation in Finland to eight other countries. We argue that the main factors explaining different food price behaviour between different countries especially in Europe are; the level of processing in the consumed food products, domestic competition, availability of substitute products, domestic consumption structure and consumers’ preferences. Our results show, that retailers’ share of food prices has increased in Finland, while both the farmers’ and processors’ share has been decreasing. In general, farmers are often found to be resistant to environmentally targeted agricultural policies. On the other hand, a part of farmers are clearly self-motivated to undertake farm practices that are beneficial to the environment and resource conservation. What motivates these farmers to participate? How much of this participation can be explained with attitudes, and where these attitudes arise from? While agricultural policies in Europe place ever greater emphasis on the importance of agricultures' multiple roles, it is difficult to find policy measures designed specially for multifunctionality. The aim of our study is to identify actual and preferred policy measures to improve or to maintain the multifunctional role of agriculture, or both. We used the applied policy Delphi method to interview 24 Finnish experts in order to map a preferred set of policy measures to truly enhance multifunctionality. The results indicate that Finnish experts prefer targeted measures based on different national, regional and local agricultural conditions, but may be unaware of the costs these targeted policies might cause. |

The elements of multifunctional agriculture are strongly related to national, regional and local conditions. This indicates that it is hard to find common measures, which could efficiently enhance multifunctionality in different areas with different agricultural conditions.
