As in most low-income countries, the majority of the poor population in Viet Nam is found in rural areas, where agriculture provides the primary means of livelihood. It has been argued that an agriculture-based development (ABD) strategy is more appropriate for Viet Nam at the present time than both import-substitution and export-led industrialization, considering its effectiveness in generating income opportunities, directly and indirectly, for the rural population. This paper examines the role of price incentives in the observed decline in cotton production during the 1980s and in the apparent improvement in recent years. The following determinants (in an accounting sense) of the changes in the relative producer price of cotton during 1980-92 are quantified: (1) changes in the foreign price; (2) changes in the real exchange rate; and (3) changes in nominal protection and the marketing margin. An estimated model of the real exchange rate for Egypt is used to provide a further decomposition of the changes in the relative cotton price that isolates the effect of policy-related factors. Using a CGE (computable general equilibrium) model for Zimbabwe with 1991 as base period, this paper examines quantitatively the income and equity effects of macroeconomic reform measures in isolation and in conjunction with potentially complementary changes in agricultural sector policies. Some important features of the CGE model are an explicit focus on agriculture, distinction among various rural and urban household groups, and detailed specification of factor markets.
