Logit regression models are estimated to identify factors affecting decisions to enroll farmland in New York's agricultural districts program and participate in the use-value assessment program. The results suggest that the districts law is consistent with preserving the best farmland at the rural-urban fringe and that the decision to enroll in agricultural districts affects in a recursive fashion the decision to participate in the use-value assessment program. Short-term monetary gains are the overriding considerations in applying for use-value exemptions. This may lead to additional erosion of the tax base via tax preferences for agricultural land. |

Between the fall of 2007 and the spring of 2008, 71 golf course superintendents responded to a survey related to their immigrant employees and immigration policy issues. The objective was to determine golf course superintendents’ concerns and perspectives regarding labor availability, immigration policy and the immigrant workforce. The survey was completed by golf course superintendents who manage businesses that currently employ Hispanic workers. This was done intentionally to identify concerns and attitudes of supervisors who already rely on Hispanic workers. This study revealed some important divergences between new entrants and those more experienced at selling overseas. While experienced exporters have well-developed informal networks of information and focus their search strategies on better long term and short term study/demand information, would-be exporters tend to be more concerned with locating a qualified buyers list, and getting information on export procedures, and trade logistics. In addition, would-be exporters expressed frustration with two types of obstacles where information is least likely to solve the problem: Time lags when shipping perishable goods and exogenous factors (such as precipitous changes in a foreign government). |

Electric utilities throughout the Nation are experimenting with strategies to reduce total electricity consumption or to alter the timing of electrical power use by their customers. This report focuses on one such strategy, time-of-use (TaU) electric rates, and the likely effect of this pricing option on the New York dairy sector. The purpose of the study is to assess the change in farm electrical energy costs when power is sold to dairymen at higher rates for periods of peak power demand and at substantially lower rates for off-peak periods. Despite intense policy interest in livestock operations and water quality, only anecdotal evidence exists regarding actual manure management practices on dairy farms. This paper discuss the results of a unique mail survey of 470 New York dairy farms that links manure management practices and farmer willingness to participate in voluntary environmental programs. Analysis of this data set indicates a wide divergence between actual and recommended manure management practices on individual dairy farms (high), the apparent ability of farms to divert financial resources to environmental practices (mixed), and the willingness to participate in voluntary programs at various annual costs per cow (low). Focus groups were held to provide more in-depth information on issues raised by a largescale survey of agricultural exporters conducted in 1994 by USDA. Two focus groups were held in New York State and two in California, and the total of 28 participants included both experienced and new exporters of fruit products. The emphasis of the discussion was on the information-seeking behaviors of export firms and businesses that are considering entry in offshore markets, and on identifying potential information gaps or obstacles to success in the exporting arena. The purpose of this study is to gather information from fruit, vegetable and dairy farm employers regarding agricultural workforce issues in New York agriculture. The survey provides new insights into five key topic areas; the number of workers on New York farms, employee wages and benefits, characteristics of the Hispanic workforce, attitudes among farm operators regarding proposed State labor law changes and Federal immigration reform.
