The costs of tax relief for New York agricultural landowners is compared with the willingness-to-pay for farmland protection as measured in valuation research. Under an income tax rebate, the program cost is positively related with the perceived household benefits, whereas this trend is reversed under a local property tax exemption.

INFORMATION STRATEGIES FOR AGRICULTURAL EXPORTERS AgEcon

This study revealed some important divergences between new entrants and those more experienced at selling overseas. While experienced exporters have well-developed informal networks of information and focus their search strategies on better long term and short term study/demand information, “would-be” exporters tend to be more concerned with locating a “qualified” buyers list, and getting information on export procedures, and trade logistics. In addition, would-be exporters expressed frustration with two types of obstacles where information is least likely to solve the problem: Time lags when shipping perishable goods and exogenous factors (such as precipitous changes in a foreign government).

Survey of New York Dairy Farm Employers 2009 AgEcon

The purpose of this study is to gather information from fruit, vegetable and dairy farm employers regarding agricultural workforce issues in New York agriculture. The survey provides new insights into five key topic areas; the number of workers on New York farms, employee wages and benefits, characteristics of the Hispanic workforce, attitudes among farm operators regarding proposed State labor law changes and Federal immigration reform. The agricultural workforce for fruit, vegetable and dairy farms in New York including part-time and full-time workers totaled 33,200. Documenting the Status of Dairy Manure Management in New York: Current Practices and Willingness to Participate in Voluntary Programs AgEcon

Despite intense policy interest in livestock operations and water quality, only anecdotal evidence exists regarding actual manure management practices on dairy farms. This paper discuss the results of a unique mail survey of 470 New York dairy farms that links manure management practices and farmer willingness to participate in voluntary environmental programs. Analysis of this data set indicates a wide divergence between actual and recommended manure management practices on individual dairy farms (high), the apparent ability of farms to divert financial resources to environmental practices (mixed), and the willingness to participate in voluntary programs at various annual costs per cow (low). A MODEL TO EXPLAIN PARTICIPATION IN NEW YORK'S AGRICULTURAL DISTRICTS AND USE-VALUE ASSESSMENT PROGRAMS AgEcon

Logit regression models are estimated to identify factors affecting decisions to enroll farmland in New York's agricultural districts program and participate in the use-value assessment program. The results suggest that the districts law is consistent with preserving the best farmland at the rural-urban fringe and that the decision to enroll in agricultural districts affects in a recursive fashion the decision to participate in the use-value assessment program. Short-term monetary gains are the overriding considerations in applying for use-value exemptions. This may lead to additional erosion of the tax base via tax preferences for agricultural land.

This paper uses actual enrollment and Geographic Information Systems (GIS) data in six geographically diverse states to demonstrate that enrollment rates in the Conservation Reserve Enhancement Program (CREP) are a function of the incentives offered. If aggregate county land use data were used, as has been done previously, incentives appear insignificant.

This paper compares two alternative estimates of agricultural use values in New York, one based on comparable sales information and the other on capitalized yearly income.
