The current publication covers Albania, Bosnia-Herzegovina, Croatia, Kosovo under UNSCR 1244/99, the FYR Macedonia, Montenegro and Serbia, and provides an overview of the agricultural situation in the European Union (EU) candidate and potential candidate countries of the Western Balkans (WBs). The objective was to provide an analysis of the development and current situation in agriculture and agricultural policy in these countries as relates to the EU accession process. The individual country reports, as well as a cross-country overview and comparison, have been prepared as a part of "AgriPolicy" project, which was financially supported by the European Commission under the 7th framework program. |

Serbia is mostly rural country, as three fourth of its territory make rural areas, while almost half population is living in rural areas. Serbian agriculture is the sector which is very important for the total economy of the country in respect of resources, participation in GDP, employment as well as importance for rural areas and population. The possibility for self-financing in agriculture is very small, primarily due to lower labour productivity leading to lower rate of surplus value. Therefore, in the development of Serbian agriculture, special importance is attached to other sources of financing such as: the Agrarian budget, i.e. credits of the Ministry of Agriculture, Forestry and Water Management; credits of business banks; development funds; leasing companies. In the search for an adequate set of indicators to measure the level of pro-rural aspirations of Local Governments (LG), the main existing approaches to endogenous development have been examined. However, the conclusion must be that none of them seem to fit the needs completely. For this reason, a new index, the Municipal Rural-Sensitive Index (MRSI), has been developed, representing the base for the Rural Sensitive Evaluation Model (RSEM).
