Savings and technology choice for risk averse farmers AgEcon

Farmers in developing countries have limited opportunities for borrowing to even out variability associated with risky farm income, but they can save. A dynamic programming model of savings is presented in the current paper which examines optimal savings strategies for farmers, using a case study of integrated rice-shrimp farms in Vietnam. It is shown that when savings are accounted for, the expected utility ranking of different risky farm choices may not differ that much between farmers with different levels of risk aversion.

Valuing Urban Wetlands of the Gnangara Mound: A Hedonic Property Price Approach in Western Australia AgEcon

Up to 60% of potable water supplied to Perth in Western Australia is extracted from the Gnangara mound. Many of the urban wetlands above the Mound are groundwater-dependent. Excessive groundwater extraction and climate change have resulted in a decline in water levels in the wetlands. This study estimates the value of urban wetlands in three local government districts in the Perth metropolitan region using the hedonic property price approach. Preliminary results found that proximity to wetlands influences the sales prices of properties. The marginal implicit price of reducing the distance to the nearest wetland by 1 metre, evaluated at the mean sales value, is AU$463. In recent years, the growth and intensification of shrimp aquaculture in Asia has been explosive. Asia reportedly produces nearly eighty per cent of the world's total farmed shrimp output. With strong demand and high world prices, along with declining wild shrimp stock, shrimp aquaculture in Asia, particularly in coastal regions, is becoming an increasingly important source of income and employment. Vietnam has achieved remarkable economic growth since it liberalised its markets, and further economic growth and opportunities are predicted both within and outside the agriculture sector. However, growth has not been evenly distributed across regions and significant structural adjustment pressures are expected in the medium to long term. A dynamic, eight region, 13 commodity, non-linear programming model of Vietnam’s agricultural sector is used to analyse the likely impact of a change in rural-urban migration on agricultural production, prices, trade and regional incomes.

DEREGULATION AND EFFICIENCY IN GRAIN TRANSPORT AgEcon

In this paper, it is argued that removing restrictions on road transport will not be sufficient to encourage efficiency improvements in grain freight industry while rail authorities continue to operate as public monopolies. This is because of the structure of costs in the grain freight industry, which imply that road transport cannot compete with rail transport in areas where road is the more efficient mode. While the tendency for a regulated monopoly to cross-subsidise inefficient operations is common place, the focus in this analysis is on the nature of the cross-subsidy in the grain freight industry, and shows that it is a type of cross-subsidy that is well hidden by aggregation. Water policy reform in Australia: lessons from the Victorian seasonal water market AgEcon

The nature of the seasonal water market is examined using a theoretical model and empirical evidence from the Victorian market. Drivers of the seasonal opportunity cost of water include the underlying nature of investment in the industry made in the context of risky entitlement yields; and the timing and nature of information regarding seasonal water availability and rainfall. Seasonal water markets facilitate the reallocation of water availability according to this short-run opportunity cost. The economics of land degradation and technological change: a case study in Vietnam AgEcon

This paper explores the economics of land degradation in the rice-shrimp system in the Mekong Delta of Vietnam. A bioeconomic NPV model was developed to evaluate and compare the long-term benefits of alternative production choices and farm technologies. There is an alternative rice-shrimp technology emerging in Vietnam that does not have the same land degrading impacts as the 'traditional' system, however the high capital outlay and risk associated with such technology presents its own problems. In this paper, a model is presented which shows the relationship between country grain storage costs and transport bottlenecks that exist in the harvest period. It is shown that transport bottlenecks limit the amount of grain that can be transported from receival points in the peak receival period. This constraint means that the cost of operating country receival points is high because the turnover of storage capacity is limited. However, system costs can be reduced by focusing the peak transport task at sites that are less intensive users of scare transport capacity. The regulation of river systems to meet water demands for irrigation in the southern Murray Darling Basin has changed the timing and the volume of the natural pattern of flows. This paper identifies the optimal cutting and replanting rule for coffee farmers in Vietnam. Some previous studies examined the optimal price at which to cut trees for coffee farmers in Vietnam but they have not investigated the relationship between the age of tree and the cutting point. Fixed-form optimization is applied to analyze a rule that links market coffee prices and age of tree with the cutting decision.

The welfare costs of urban outdoor water restrictions AgEcon

Outdoor water restrictions are usually implemented as bans on a particular type of watering technology (sprinklers), which allow households to substitute for labour-intensive (hand-held) watering. This paper presents a household production model approach to analysing the impact of sprinkler restrictions on consumer welfare and their efficacy as a demand management tool. Central to our empirical analysis is an experimentally derived production function which describes the relationship between irrigation and lawn quality. We demonstrate that for a typical consumer complete sprinkler bans may be little more effective than milder restrictions policies, but are substantially more costly to the household.

Economic Issues in Farm-to-Port Grain Storage, Handling and Transport AgEcon

In this paper, the literature on the economics of grain distribution systems is reviewed. The emphasis of this review is on farm to port issues and largely excludes port and shipping issues. In the first part of the paper, the discussion centres on the historical institutional environment in Australia, which was heavily regulated. The second part of the paper highlights some of the issues relating to the pricing of central grain distribution services that continue to exist even in the more competitive environment which has emerged in the 1990's. The scope for future agricultural economics research in this area is discussed.

Policy interventions to promote the adoption of water saving sprinkler systems: the case of lettuce on the Gnangara Mound AgEcon

The potential for improving irrigation scheduling decisions and adoption of more efficient irrigation systems is explored using a bioeconomic simulation model of lettuce production on the Gnangara Mound near Perth, Western Australia. Sandy soils with poor water and nutrient holding capacity are associated with declining marginal productivity of water at high water use, which would create an incentive to reduce water use and to adopt closer sprinkler spacing if farmers had correct information about the declining marginal productivity of water. This article discusses the key practical issues associated with defining property rights to water use, in the context of broadening the scope of the market for transferable water entitlements. In particular, the third party impacts of water trade and the need for improved water trading rules are discussed. Fluctuating annual harvest volumes create a peak load problem in the provision of grain storage capacity. There are a number of technologies for handling and storing grain, ranging from capital intensive to labour intensive methods. Optimal provision of grain storage capacity can therefore be analysed in the framework of the conventional peak load pricing model.
