AN ECONOMIC ANALYSIS OF THE RETURN TO CANADIAN SWINE RESEARCH - 1974-1997 AgEcon

This paper reports a new set of estimates of the returns to swine research in Canada. These estimates were obtained using Agriculture and Agrifood Canada's Canadian Regional Agricultural Model (CRAM). Positive Mathematical Programming was incorporated into the model for use in this study. The CRAM allows the effects of supply shifts from technological change in the hog industry to interact with product and factor market conditions in the rest of Canadian agriculture. The Building Block Simulation Approach to Program Assessment: The Case of Agriculture Canada's Meat Hygiene Program, 1970-1984 AgEcon

For many decades a major emphasis in public policy has been the assurance of food safety and security. Measurement of the economic returns to these programs is often difficult and challenging. In many cases the difficulty in obtaining data and the sheer complexity of the issues make the use of traditional econometric and programming approaches impractical for assessing these activities. This paper presents a summary of an innovative method for measuring benefits and costs of hard-to-assess programs and activities, such as those that deal with food safety, meat inspection and quality assurance. Strategic Policy Issues for Agricultural Research in Canada AgEcon

Agricultural research has been a very important factor in enhancing the productivity and competitiveness of the Canadian agri-food sector. Science and innovation have been identified as together forming one of the five pillars in the Canadian Agri-food Policy Framework (APF). A major focus of the science and innovation section of the APF is to plan to realign public and private research efforts into a more comprehensive strategic approach for research and innovation in Canada. Despite the importance of research and the need for a strategic approach, however, assessment of critical strategic research policy issues for the Canadian agri-food sector has been limited.
