In this paper the effect of structural changes in the Australian economy on the determination of policy for agriculture is examined. The effectiveness of the unification of farm organisations is questioned and the threat to organised agriculture of new lobby groups and new governmental institutions is outlined. The role of wide-ranging inquiries into the state of the agricultural economy is scrutinised. Attention is drawn to the effect on rural lobbying of the advent of 'government by consensus' under the Hawke Government and to the increasing militancy of farmers. In February 1962 the Council of the Australian Agricultural Economics Society appointed a sub-committee to report on the present state of farm financial statistics in Australia and to recommend desirable improvements. The aims in calling for this report were twofold: (a) Members of the Society have long felt the need for more comprehensive economic information about Australian agriculture. The adverse movement of prices of farm products in Australia during the last decade has increased the urgency to obtain such data. This paper is primarily concerned with the place of producer-controlled marketing boards in contemporary agricultural policy. The accomplishments and limitations of state marketing boards are reviewed from the standpoint of their stated objectives. Their possible future role is discussed in the light of changes which have occurred in market structure and in public attitudes towards intervention in agricultural marketing, both in Australia and in other advanced economies.

The publication of the so-called green paper on Rural Policy in Australia is an event of considerable significance to Australian agriculture in general and to the agricultural economics profession in particular. The report is designed as an outline of principles and guidelines for discussion, rather than as a declaration of government policy as such. In the words of the Prime Minister, it is 'published with the authority of the Australian Government but without formal approval'.

This paper describes the structure and operation of the Australian farm organisations and discusses their role in the formation of public policy. Comparisons are made between their activities and those of similar organisations in other countries. In the later sections of the paper there is some discussion of the process of government consultation with rural pressure groups in Australia and of the question of unification.

A study of the origins of the wheat surplus problem in Australia suggests that more far-reaching adjustments in national wheat policy are required than those currently envisaged. Ten specific recommendations for the reform of the present policy are outlined. A new form of income stabilisation scheme is proposed.

Air Transportation of Primary Products - Possibilities and Implications AgEcon

The extensive use of aircraft for transport of freight during the war period has focussed attention on the possibility of transporting a greatly increased volume of civilian goods by air in future. Perishable agricultural products appear to be one class of commodities which have potentialities as air freight. Such an advance in marketing technology, if it becomes a reality, is likely to have a marked effect on the production and distribution of perishables. Several research agencies, conscious of possibilities in this field of transportation, have been conducting investigations during the past few years.
