THE INTERACTION OF WORKING AND SPECULATIVE COMMODITY STOCKS AgEcon

This paper models the interaction of working (also called pipeline) and speculative commodity stocks. We model working inventories (i.e., raw material inventories carried by processors) based on Ramey’s (1989) model of inventories as factors of production, which allows us to represent storage under inter-temporal price backwardation, observed in commodity markets. We incorporate both speculative and working stocks in a simple model to analyze the interaction and to simulate the relationship between inter-temporal commodity price spreads and stocks. Our model replicates common price patters found in commodity markets.

Political-economic analyses of the causes and consequences of agricultural commodity policies typically emphasize farmer and consumer (taxpayer) interests and underplay the role of agribusiness. A more complete understanding of agricultural policy requires paying attention to the important role of agribusiness interests. Policies that benefit farmers (e.g., price supports, supply controls, deficiency payments) may either enhance or reduce agribusiness profits. This paper investigates the pricing efficiency and hedging effectiveness of the Winnipeg barley futures market, using the Chicago corn futures market as a norm. Several tests of pricing efficiency were conducted and the stability of the basis was studied. The barley futures market operates in a heavily regulated economic environment and this is shown to impact on both price behavior and hedging opportunities.

A Study in Cooperative Failure: Lessons from the Rice Growers Association of California AgEcon

This case study on the former Rice Growers Association (RGA) analyzes the effects of a variety of business decisions and market changes, relative to the ongoing Farmers’ Rice Cooperative (FRC). Interview and survey findings reveal that many respondents felt RGA’s Board of Directors was passive and, despite its large size, lacked the necessary expertise to direct management and represent the best interest of the broader cooperative membership. In the midst of challenging market conditions, RGA’s management teams were accused of making a number of poor business decisions that led to significant financial stress and the eventual dissolution of the firm.

Environmental regulation of agriculture is becoming increasingly important, and growers are increasingly concerned about the effects of regulations on their profitability. Regulations governing the use of a pesticide affect its economic value. Further, growers often face a choice among pesticide alternatives, each with its own set of regulatory restrictions. In this environment, the introduction of a new regulation can have complex effects on growers'’ profit-maximizing pesticide choices. Buffer zones and regional emissions caps mean that pesticide choices can have important spatial components. With China’s accession to the WTO, concerns have arisen over the possible negative welfare impacts on domestic agricultural producers. The broad concern is that China’s domestic agricultural prices will be pushed down even further, leading to a greater widening of the gap between rural and urban incomes. Lessons in Failure: The Rice Growers Association Cooperative AgEcon

This empirical study investigates a large California cooperative’'s closure and identifies lessons learned that might be useful to other cooperatives. It was found that the cooperative'’s directors failed to effectively supervise management. In turn, management fell short of expectations to fully evaluate complex business decisions.

MARKET REFORMS VERSUS STRUCTURAL REFORMS IN RURAL CHINA AgEcon

This paper adds to the debate on the impact of market reforms versus structural reforms in explaining agricultural output growth in China. A multiple-output stochastic frontier and a technical inefficiency equation are estimated using provincial data on the rural economy from 1986 to 1995. Grain self-sufficiency policies and incomplete market reforms in the 1980s and 1990s led to allocative inefficiency. Agricultural disinvestment shrunk the production frontier and the fragmentation of land holdings reduced technical efficiency. China'’s rural economic reform is far from being complete.

We estimate five regional price determination models, four for regions in California, and one for Florida. We compare our regional California estimation results to those of an aggregate, state-level model. ECONOMIC REFORM AND THE CHANGING PATTERN OF CHINA'S AGRICULTURAL TRADE AgEcon

This paper examines the composition of China's trade from 1980 to 1996, with a focus on agriculture and a view towards understanding its changing structure relative to other sectors. We analyze the time series behavior of individual goods at the SITC three-digit level, categorized into three groups: agricultural commodities, "other primary" commodities, and manufactures. We find that agricultural trade has expanded along comparative advantage lines in a very modest way, compared to manufactures and other primary commodities.

Changes in production conditions associated with biological invasions can be complex. As a result, modeling invasive species management decisions can be difficult. Modeling these decisions is further compounded by externalities associated with spatial relationships among growers. In order to calculate optimal management decisions, an accurate bioeconomic model of the feedback between grower decisions and the new biological interactions created by an invasive species population is needed. AN ANALYSIS OF POLICY CHANGES IN THE CANADIAN FEED GRAIN MARKET AgEcon

This paper examines changes in the welfare of Canadian barley and livestock producers attributable to a substantial alteration of Canadian domestic feed grain policy in 1974. Three welfare effects are determined – institutional, destabilization, and risk response. Generally, the analytical results confirmed initial hypotheses, with the exclusion of a positive relationship between price risk and barley production on the Prairies. This positive relationship, theorized to result from the risk reduction effect of yearly stabilized Canadian Wheat Board initial prices, enhanced the welfare benefits of the policy change.

U.S. Export Subsidies in Wheat: Strategic Trade Policy or An Expensive Beggar-My-Neighbor tactic? AgEcon

This paper examines the domestic and international impacts of the United States' Export Enhancement Program (EEP) in the wheat market. EEP uses targeted in-kind subsidies to expand U.S. exports and was specifically designed to compete with subsidized exports from the European Community (EC). Theoretically, we argue that the EEP program cannot be a welfare improving trade policy for the U.S., even when considering strategic trade theory. We then model EEP as an in-kind, constrained targeted export subsidy and determine its price, quantity and budgetary effects. Our empirical results show that no exporting country gains from EEP and that the intended loser, the EC, is only slightly harmed. Targeted and Global Export Subsidies and Welfare Impacts AgEcon

A three-country model of export subsidies is developed with an exporter, an importer, and a third country, representing the rest of the world, that can act on either side of the market. The welfare effect of an export subsidy targeted toward one importing country is shown to depend on whether the third country is an exporter or an importer, the market shares, and demand elasticities. The possibility of the paradoxical result that the targeted country can lose welfare as a result of receiving a subsidy is demonstrated to exist, and conditions are derived that determine when this result occurs.
