The economic benefits of festivals can be assigned a dollar value, but no amount of money will accurately reflect the personal and social benefits of these events. The purpose of the paper is to understand the soci-economic factors affecting the distribution of community reinvestment act loans across four income groups using county level information from 1996-2004 for the delta region. The specific objectives of the paper 1) Estimate an seemingly unrelated regression (SUR) to examine the factors affecting the distribution of loan across income groups 2) Prior to the estimation of SUR, test for autocorrelation, heteroskedasticity and time series properties of the variables. With the use of this dynamic spreadsheet model, tourism managers can gain valuable insight into tourism and special events. This insight can help them plan future events or evaluate whether the costs of producing these events are justified by the benefits. Visitor spending from outside the county creates direct sales in the local economy. Each dollar of direct sales adds indirect and induced spending in the county. Besides these impacts, visitor spending produces labor income and jobs for residents in the county.
