This paper addresses the question how team production promotes efficiency of a firm when some inputs can be rewarded on the basis of outputs but some cannot because they are shared among outputs and non-separable. A multi-activity DEA model with variable returns to scale is proposed to provide information on the efficiency performance for organizations with inputs shared among several closely related activities. The model is applied to study the case of 279 farmers' associations in Taiwan. The result suggests that it is important to improve the efficiency of the non-profit oriented activities to improve their overall performances. Three out of four departments of TFAs can gain from economies of scale through expansion, while the remaining one gains... |

Agriculture operates in an uncertain environment. Yields, prices, and resource usage can change dramatically from year to year. However, most analyses of the agricultural sector, at least those using mathematical programming methods, assume decision making is based on average yields, ignoring yield variability. This study examines how explicit consideration of stochastic yield outcomes influence a sector analysis. We develop a model that can be used for stochastic sector analysis. We extend the risk framework developed by Hazell and others to incorporate discrete yield outcomes as well as consumption activities dependent upon yield outcomes. An empirical application addresses a comparison between sector analysis with and without considerations of the... |

This paper attempts to identify the patterns and determinants of the levels of IIT between Taiwan and ASEAN-5 during the past three decades. Our empirical results confirm the belief that IIT between Taiwan and ASEAN-5 in the agro-food sector has been growing over time. Although industry-specific factors like market size and product differentiation have desirable impacts on IIT, taste overlaps do not. No deterministic conclusion can be drawn from the effect of trade liberalization as implied by removing trade barriers when shaping the future development of IIT. However, the indirect effect arising from income and consumer preferences' convergence may be the main determinant in promoting intra-industry agro-food trade among the Asian countries. |

The development of agricultural biotechnology offers the opportunity to increase crop production, lowers farming costs, improves food quality and could reduce costs to consumers. For the food importing economies, the import quantities as well as prices will be affected through world market as the production technology of GM crops is adopted by the exporting countries. Many sectors will be affected by the use of these crops through vertical (or backward) and horizontal (or forward) linkages. The purpose of this paper is to develop an economy-wide quantitative assessment of the economic impacts of the introduction of GM products with and without labeling. The modeling framework used in this analysis is TAIGEM (Taiwan General Equilibrium Model), a... |

Tariff escalation becomes one of the major issues in the new Doha Round negotiation because it is viewed as a stumbling block to the industrialization development for the developing countries. When tariffs on products escalate with the stage of processing, the effective rate of protection, or the tariff expressed as fractions of value-added after deducting intermediate inputs from product value, also increases. Thus, tariff escalation potentially signals high rates of protection for value-added or processed products, and can inhibit international trade in these goods. The major purpose of this study is to examine the degrees of tariff escalations in Taiwan's agriculture -related commodities and the economic consequences to reduce them. A simplified... |

In this study we use Taiwan as a case study to provide an economy-wide analysis of impacts on Taiwan of WTO tariff reduction schemes with different combinations of thresholds and reduction rates. The model we utilized in this study is Taiwan General Equilibrium Model with a WTO module (TAIGEM-WTO, hereafter) that is a multi-sectoral computable general equilibrium (CGE) model of the Taiwan's economy derived from Australian ORANI model (Dixon, Parmenter, Sutton and Vincent, 1982). Simulation results show that results are more sensitive to the scheme of tariff-reduction (i.e., Category 1, 2, and 3) than the tiered levels (i.e., A, B, C, and D) and as a strategy we should pay more attention to the arguments related to the amounts of tariff-reduction.... |

The sharp increase in global food prices during 2007‐2008 has triggered the awareness of food insecurity problems and their impacts on the low income, food‐deficit countries many of which are located in the East Asian countries. The food‐security situation was good in relative terms given that the percentage of carbohydrates consumed is slightly lower than the world average while proteins and fats consumption are higher than that of other regions. The food security in East Asia is largely driven by domestic production performance, and despite the doubling of import volume during the last decade, Asia remains the least dependent of all regions on food imports. Nevertheless, the rising energy costs and grain prices induced by the increasing demand of grains... |

Trade liberalization and globalization has modernized the food retail sector in Taiwan, affecting consumers, producers and trade patterns. These changes have placed significant pressures on farmers and processors including more stringent quality control and product varieties. The government has launched a rice production-marketing contract program in 2005 to assist rice farmers and the agro-business sector to work together as partners. The minimum scale for each contract is 50 hectares of adjacent rice paddies with 50 participants including rice farmers, seedling providers, millers and marketing agents. In order to evaluate the outcome of this program, a survey is conducted in the summer of 2005 after the first (spring) crop is harvested. Information... |

This paper extends the existing theory on the equivalence of import tariff and quota. If the equivalence is defined on the domestic price level (weak equivalence), then either the zero conjectural variation for domestic country or a perfectly competitive market will be sufficient to support this equivalence. If the equivalence is defined both on the same domestic price level as well as tariff rate (strong equivalence), then the conditions are that either domestic country acts as a Cournot competitor and foreign country is a price taker, or both domestic and foreign country are price takers. An empirical spatial-equilibrium trade model is constructed to simulate the impacts of import tariff and quota. Using Taiwan¡¦s rice import as an example, the... |
