ALL TUNA IS NOT CREATED EQUAL: THE EXISTENCE OF QUANTITY SURCHARGES DUE TO PRODUCT DIFFERENTIATION. AgEcon
McCluskey, Jill J.; Chouinard, Hayley H.; Sprott, David E..
Quantity surcharges exist when unit prices are higher for larger packages. We hypothesize that various sizes of goods are differentiated products, and this explains some surcharges. Estimating a random-coefficients logit demand model, we examine own and cross elasticities to determine the level of differentiation between products with different size packages.

The Effects of a Fat Tax on Dairy Products AgEcon
Chouinard, Hayley H.; Davis, David E.; LaFrance, Jeffrey T.; Perloff, Jeffrey M..
We apply an incomplete demand system to supermarket scanner data to estimate the effects of a fat tax on dairy products for different demographic groups. We find own-price elasticities of demand are relatively inelastic and vary little across groups. A fat tax may be an effective means to raise revenue, but will not result in a significant reduction in fat consumption. The welfare effects associated with a fat tax are large and vary greatly across demographic groups. These fat taxes are regressive in nature, as the elderly and poor suffer greater welfare losses.

Incidence of Federal and State Gasoline Taxes AgEcon
Chouinard, Hayley H.; Perloff, Jeffrey M..
The federal specific gasoline tax falls equally on consumers and wholesalers; whereas state specific taxes fall almost entirely on consumers. The consumer incidence of state taxes is greater in states that use relatively little gasoline.

Milk Marketing Order Winners and Losers AgEcon
Chouinard, Hayley H.; Davis, David E.; LaFrance, Jeffrey T.; Perloff, Jeffrey M..
Do milk marketing orders affect various demographic groups differently? To answer this question, we use supermarket scanner data to estimate an incomplete demand system for dairy products. Based on these estimates, we simulate substitution effects among dairy products and the welfare impacts of price changes resulting from changes in milk marketing orders for various consumer groups. While we find little difference in own- and cross-price substitution elasticities of demand, the welfare effects of price changes vary substantially across demographic groups, with some losing and others winning from this government program. Families with young children suffer from marketing orders, while wealthier childless couples benefit. Additionally, we find that...

Effects of Generic Advertisement on Demand: The Case of the Washington State Apple Commission AgEcon
Wilmot, Erin; Chouinard, Hayley H.; Yoder, Jonathan K.; Schotzko, R. Thomas.
The Washington Apple Commission (WAC) generically promoted apples for the Washington state industry from 1937 until 2003. This paper provides an analysis of the effects on demand attributable to these activities. Demand movement associated with promotion tends to be positive, though the results are mixed. Overall, WAC promotion increased growers’ total revenue by approximately $53.4 million for 2002. The estimated average return to advertising topped $8.7 per dollar of advertising. Continuing selected promotional activities could increase revenue for growers if these activities could be carried out by voluntary, coordinated efforts.

Welfare Trade-offs between Transferable and Non-Transferable Lotteries AgEcon
Ohler, Adrienne; Chouinard, Hayley H.; Yoder, Jonathan K..
The Four Rivers lottery run by the National Forest Service distributes the opportunity to raft four sections of rivers in Idaho through a non-transferable lottery. The restriction of trade and focus on equity in distribution creates a deadweight loss in total surplus compared with a market or auction system. If the NFS allowed the transferring of permits, then there exists a potential for rafters to gain surplus in trade. However, non-rafters have an incentive to enter the transferable lottery to make a profit from trade. Using the NFS lottery as a guide, this paper examines welfare under the two lottery system to understand how changes in transferability affect the welfare of users and non-users, and the revenues of the government. Since variables, such...

Gasoline Price Differences: Taxes, Pollution Regulations, Mergers, Market Power, and Market Conditions AgEcon
Chouinard, Hayley H.; Perloff, Jeffrey M..
Retail and wholesale gasoline prices vary over time and across geographic locations due to differences in government policies and other factors that affect demand, costs, and market power. We use a two-equation, reduced-form model to determine the relative importance of these various factors. An increase in the price of crude oil has been virtually the only major factor contributing to a general rise in prices over the last couple of decades. Tax variations and mergers contribute substantially more to geographic price differentials than do price discrimination, cost factors, or pollution controls.

The Effects of Transitional Yields on Adverse Selection in Crop Insurance AgEcon
Walters, Cory G.; Shumway, C. Richard; Chouinard, Hayley H.; Wandschneider, Philip R..
Transitional yields based on county average can be used by producers as the basis to obtain crop insurance on fields that have not previously produced the crop. Using field-level crop insurance contract data for several crops in five different growing regions we examine the impact of this asymmetric information on adverse selection. Our results indicate that adverse selection does exist from the use of transitional yields and that it is crop specific but not land-quality specific.

ALMOST IDEAL AREA YIELD CROP INSURANCE CONTRACTS AgEcon
Smith, Vincent H.; Chouinard, Hayley H.; Baquet, Alan E..
Using yield data for a sample of 123 dryland wheat producers in Montana, the effects of three area yield contracts, including the contract currently offered by the United States Federal Crop Insurance Corporation and two individual yield contracts on individual farm yield variability, are examined. The results indicate that while the Federal Crop Insurance Corporation area yield contract provides all farmers in the sample with some protection against yield variability, a simpler, actuarially equivalent "almost ideal" area yield contract provides substantially larger reductions in yield variability. However, actuarially equivalent individual yield contracts provide levels of protection against yield variability similar to those obtained under the "almost...
