An economic evaluation of tick line deregulation in Queensland AgEcon
Chudleigh, Fred; Franco-Dixon, Mary Ann.
Rhipicephalus microplus, the cattle tick, is widely distributed across many tropical and subtropical regions of the world and has been identified as the most economically important species of tick across a number of countries. Quarantine boundaries currently limit the spread of the cattle tick into northern New South Wales, parts of South East Queensland, the central parts of the Northern Territory and northern parts of Western Australia. The Queensland tick line (or quarantine boundary) largely follows the 500mm rainfall isohyet until it reaches southern Queensland. As the cattle tick is unlikely to become endemic to regions receiving median rainfall less than 500mm per annum, the region most likely to be effected by a deregulation of the tick line is...

Evaluating Research, Development and Extension: Practical insights from the Queensland Department of Primary Industries and Fisheries AgEcon
Carrigan, Gretchen; Chudleigh, Fred; Wilson, Trevor.
Publicly funded agricultural research bodies are under increasing pressure to ensure efficient allocation of resources and demonstrable returns on investment. In line with its mission to, 'maximise the economic potential of Queensland's primary industries on a sustainable basis' the Queensland Department of Primary Industries routinely conducts systematic economic evaluations of its research and development programs. This paper illustrates some practical insights from the application of economic surplus models in these assessments. The implications for investment management are discussed.

Benefit Cost Analysis of RD&E in Action AgEcon
Wilson, Trevor; Chudleigh, Fred; Carrigan, Gretchen.
Since 2004, the Queensland Department of Primary Industries and Fisheries has embarked on a rigorous evaluation of its R&D Programs, with Benefit Cost Analysis being a cornerstone of this work. The analyses conducted to date have proved to be powerful tools in internal resource re-allocation. However, the process used has been time consuming, partly because there needs to be adequate time allowed for consultation both with scientists and with senior staff. Experience has highlighted the need for strong organisational support to the analysts carrying out the work.

Tick fever vaccine investment evaluation AgEcon
Franco-Dixon, Mary Ann; Chudleigh, Fred.
Tick fever is a significant disease of cattle in Australia with up to 7 million animals potentially at risk. It is a serious, often fatal complex of diseases caused by one or more of the tick-borne parasites Babesia bovis, Babesia bigemina and Anaplasma marginale. The Tick Fever Centre (TFC) operates as a unit located within Biosecurity Queensland of the Queensland Primary Industries and Fisheries (QPIF), Department of Employment, Economic Development and Innovation (DEEDI). It was established at Wacol in 1966 to specifically develop and produce an effective vaccine for the control of tick fever. It currently supplies an average of 850 000 doses each year with 95 per cent used within Queensland (QPIF 2009). One purpose of the evaluation was to identify...
