Economic-engineering cost data and a simulation model was used to analyze the impact of sales area size and volume and equipment configuration on costs of custom application of bulk fertilizer by cooperatives. Fixed costs accounted for most of the custom application costs regardless of sales density or size of sales area for the relevant range of these variables in North Dakota. Increasing the radius of a sales area from 5 miles to 50 miles increased average costs by $2.79/ton to $32.26 per ton in Eastern North Dakota. Doubling sales by either doubling the size of the sales area or the sales density reduced average total costs by over a third for the smallest plant (500-ton storage) and over 40% for a 2,000-ton plant. Results are presented from a follow-up survey of managerial compensation practices in local farm supply and marketing cooperatives in Minnesota, North Dakota, and Wisconsin. In contrast to findings from the original survey, total compensation levels, bonuses, and changes in compensation are all found to be positively and significantly associated with local net margin and not closely related to sales and sales growth. |

Provisions of sunflower production contracts in North Dakota and Minnesota are summarized in this report. A procedure which can be used to compare the economic value of contracts is also presented. Extensive commercial production of sunflowers is relatively recent. Contracts provide growers with an assured market, guaranteed price, and assistance in proper growing practices. Processors and marketing agencies can better control quality and supply through contracts. The proportion of sunflower growers under contract has been declining as farmers become more familiar with the crop, because of expanding market outlets, and because several contractors wish to avoid costs of contracting. Many North Dakota communities find it financially difficult to provide or maintain such necessary services as public safety, water and sewer services, garbage disposal, grocery and retail stores, local credit, medical care and similar other services due to gradual decline in both population and businesses. Declining population also stresses the existing businesses as they compete for a shrinking customer base while the cost of operating a business is likely to be increasing. We surveyed agricultural loan officers and their supervisors in North Dakota to learn what factors influenced the decision to make loans to farmers investing in new agricultural cooperatives. We found that the Farm Credit Services and other large institutions made a disproportionately large share of the loans. Furthermore, institutions with minimal equity, but with low levels of non-current loans and a high return on equity, were more likely than others to make the loans. Experienced agricultural loan officers and those who attended a cooperative's information meeting or reviewed the business plan were more likely to make loans. In the 1995 issue of the Journal of Cooperatives, Trechter and King reported findings from a survey of managerial compensation practices in Minnesota and Wisconsin cooperatives that was conducted in 1993. The results from that study indicated that overall compensation and bonuses received by general managers of local cooperatives were more closely associated with cooperative size measures than with levels of profitability. The results also suggested that there was not a strong relationship between compensation practices and cooperative performance, measured by return on assets.
