In this paper, we estimate the effect of food prices on food insecurity for SNAP recipients using data from the Current Population Survey and the recently published Quarterly Food At Home Price Database. We form a local food price index based on amounts of food for a household of four as established by the Thrifty Food Plan. We use an econometric model that accounts for the endogeneity of SNAP receipt to food insecurity and for household-level unobservables. We find that the average effect of food prices on the probability of food insecurity is positive and significant: an increase of one standard deviation in the price of our food basket is associated with an increase in food insecurity of between 1.3 and 2 percentage points for SNAP households. An estimated 85.5 percent of American households were food secure throughout the entire year in 2010, meaning that they had access at all times to enough food for an active, healthy life for all household members. The remaining households (14.5 percent) were food insecure at least some time during the year, including 5.4 percent with very low food security—meaning that the food intake of one or more household members was reduced and their eating patterns were disrupted at times during the year because the household lacked money and other resources for food. The prevalence rate of very low food security declined from 5.7 percent in 2009, while the change in food insecurity overall (from 14.7 percent in 2009) was not statistically significant.
