One of the most controversial aspects of federal and state policies aimed at protecting old-growth ecosystems has been the potential impact of job losses on local economies. A fundamental question for historically timber-dependent communities is whether these policies will result in local economic stagnation and enduring pockets of poverty. In this paper, we examine the long-run impact of changes in timber-related employment on other types of employment and participation in major federal poverty programs. Among others who point to environmental variability and managerial uncertainty as causes of fishery collapse, Roughgarden and Smith (1996) argue that three sources of uncertainty are important for fisheries management: variability in fish dynamics, inaccurate stock size estimates, and inaccurate implementation of harvest quotas. We develop a bioeconomic model with these three sources of uncertainty, and solve for optimal escapement based on measurements of fish stock in a discrete-time model. Rent dissipation in open access fisheries is a well studied problem (Gordon 1954; Homans and Wilen 1997). Regulation is seen as a possibly remedy to the externality of entry, which eventually leads to zero profits and depressed stocks. Despite regulation, drastic declines have occurred in many regulated fisheries worldwide, prompting a discussion of economic, biological, and environmental phenomena that may lead to declines. We explore one case when a regulator permits overfishing in the context of a traditional fishery model.
