This paper outlines the role of improved soil fertility in the process of structural transformation, and examines specific financial, economic, social, and political arguments in favor of promoting increased fertilizer use, particularly in smallholder farming systems. This paper draws experiences and insights from the literature on which policies and programs appear to work best and which least well in providing a consistent and growing supply of fertilizer to smallholders. Particular attention is given to addressing the question of fertilizer subsidies: Under what circumstances are they warranted and what form should they take, if and when they are implemented? |

Recent studies have shown that agricultural research can have high payoffs in Africa, but impact depends on how well technology fits with evolving needs and capacity in the agricultural sector and the rest of the economy. Structural adjustment policies (e.g., market liberalization, currency devaluation) and political change are transforming user demands for new technology and the economic environment in which technology must perform. The challenge is how to design agricultural research as a strategic input to promote broad-based economic growth, structural transformation, and food security in the increasingly market-driven, but fragile, economies of Africa. |

For African agricultural productivity to improve, governments and donors must invest in programs and policies that will improve the incentives and capacity of farmers to make investments that increase farm productivity and soil fertility while protecting the environment. With rapid population growth, agriculture must rapidly intensity if African farmers are to meet the rapid growth in the demand for food and fiber.
