THE IMPACT OF AID ON ECONOMIC GROWTH IN TRANSITION ECONOMIES: AN EMPIRICAL STUDY AgEcon
Cungu, Azeta; Swinnen, Johan F.M..
This paper assesses econometrically the contribution of aid to output growth in a panel of twenty transition countries over nine years (1989-1997). The study finds a positive and statistically significant relationship between foreign aid and growth. A second result is that the positive effect of aid seems to be stronger when associated with economic liberalisation. The above findings are important, particularly in light of recent scepticism on the role of aid on developing country economic growth and the recent declining trend in aid commitments from industrialized countries.

TRANSITION AND TOTAL FACTOR PRODUCTIVITY IN AGRICULTURE 1992 - 1999 AgEcon
Cungu, Azeta; Swinnen, Johan F.M..
This study measures multifactor agricultural productivity for 23 transition economies in Central and Eastern Europe (CEECs) and the Former Soviet Union (FSUs), studied over 1992 to1999. During the reform period, almost all countries in the CEEC have shown continuous productivity improvements compared to 1992, while in more than half of the FSUs productivity was still below its 1992 levels. On the average, aggregate productivity has increased by 20.9 percent in the CEECs and declined by 4.7 percent in the FSUs. These developments reflect changes in resource use and technical progress in 1999 compared to 1992. Technological change has been slow or declining in many of the former soviet republics while contributing positively to productivity changes in...

ALBANIA'S RADICAL AGRARIAN REFORM AgEcon
Cungu, Azeta; Swinnen, Johan F.M..
The agrarian reform in Albania included free distribution of land to rural households and the complete break up of the former collective and state farms. These key features of the Albanian reform are in sharp contrast with other Central and Eastern European countries. Our paper explains the choice of the Albanian agricultural privatization and land reform process and the radical decollectivization of the farms as caused by a combination of several factors, including changes in political institutions, the structure of the economy, the legal status of assets under privatization, farm productivity, and the pre-1945 land distribution.

INVESTMENT AND CONTRACT ENFORCEMENT IN TRANSITION: EVIDENCE FROM HUNGARY AgEcon
Swinnen, Johan F.M.; Cungu, Azeta.
Contract enforcement problems are a significant constraint on investment and growth, especially so in developing and transition economies. Evidence on these effects is mostly limited to case studies. This paper analyses the impact of contractual breaches on capital investment, using a unique dataset of Hungarian agricultural enterprises who contract production to processing firms. Contract breaches, under the form of delayed payments for supplied products, have a significant negative effect on investment at the primary production level. They occur more when the expected benefits from breaching are larger, e.g. when the price of capital is high, and when expected costs are lower, due to poor external contract enforcement or lower private enforcement capital.
