This paper describes the Italian and German organic certification systems, including the institutions involved and the definitions of non-compliance and sanctions. Although they are both implementations of the same EU regulatory framework, these systems differ in many respects. Case study data from control bodies on non-compliance and sanctions are presented and analysed using binary choice models. This analysis shows that the occurrence of slight non-compliance and greater farm acreage are significant risk factors that explain severe non-compliance in both countries. The accession of new countries to the EU has combined two very different patterns of organic farming development under a new and unique market and policy framework. In 2004, the European Action Plan for Organic Food and Farming was launched. Many European countries have also developed national Organic Action Plans to promote and support organic agriculture. The share of organically managed land is spread unevenly throughout Germany and shows pronounced regional concentrations. The spatial distribution of organic farming is assumed to be influenced by several factors. Location factors of farms are regionally different and thus may influence the spatial distribution of organic farming. Agglomeration effects and therefore spatial dependence are also considered important in determining spatial distribution. Summary and Conclusions For each indicator organic farming is ranked at least equal to conventional farming, while in the majority of environmental indicators organic farming performs better or much better. In two cases, the subjective confidence interval could allow conventional farming to appear as the preferable system (partly due to the lack of evident data). However, when considering the aggregation level of the indicator categories, the analysis becomes more uniform. POSTER In Germany organic stakeholders largely reject the draft of the revised EU Organic regulation. This was evident at a workshop held within the framework of the ORGAP project, which brought together leading representatives of the organic sector in March 2006. Avant-propos La Commission européenne a publié en juin 2004 le Plan d’action européen pour l’alimentation et l’agriculture biologiques. Avec ce plan, la Commission visait à évaluer la situation de l’agriculture biologique et à fonder les bases de développement de sa politique future. There is no single ‘best way’ of policy development. Bottom-up approaches to policy design and a broad debate among stakeholders facilitate policy learning and innovation.
