A matter of trust: How trust influences organic consumption Organic Eprints
Smed, Sinne; Andersen, Laura Mørch; Kærgård, N.; Daugbjerg, Carsten.
This paper shows that general trust in the organic label as well as perceived positive health effects of eating organic products have positive causal effects on actual organic consumption. The data used is panel data for 830 households reporting actual purchases together with responding to a comprehensive concerning questionnaire attitudes in 2002 and 2007. The paper also shows that perceived positive environmental effects and perceived better animal welfare related to organic production have no significant effect on actual behaviour, whereas concern for artificial additives and low price sensitivity increases the organic budget share. Surprisingly enough, households who worry about GMO or pesticides do not seem to have a higher propensity to purchase...

Generating Governance Capacity in Infant Industries: The Development of Organic Farming in Denmark and Australia Organic Eprints
Halpin, Darren; Daugbjerg, Carsten.
Organic farming is of increasing interest to policy makers as it has been linked to environmental, rural development and market related outcomes which have high political salience. As such, attention naturally turns to catalysing organic growth. Patterns of growth vary considerably among countries, but existing explanations of variation lack authority. This paper compares the development of organic farming sectors in Australia and Denmark, countries at polar ends of the organic sector development continuum. They provide a good comparison as both countries share key characteristics, such as a history of state-agricultural industry partnerships, an implicit post-1980’s consensus around a market model for agricultural industry development, and the general...

Modelling the Impacts of Policy on Entry into Organic Farming: Evidence from Danish-UK. Comparisons, 1989-2007 Organic Eprints
Daugbjerg, Carsten; Tranter, Richard; Hattam, Caroline; Holloway, Garth.
This paper analyses organic farming entry decisions using a piece-wise linear depiction of policy. Our goal is to ascertain, from the available but limited information, whether Danish and UK policy measures toward organic agriculture have affected participation. Despite considerable interest in the growth of organic farming there has been little systematic analysis of it, although it is commonly believed that enhanced income levels have played a part. Whilst analyses of organic farming policy have provided extensive reviews of instruments applied, generally speaking, the spirit of those enquiries takes as datum that organic policies have had the desired impacts. Yet such conjectures remain mostly untested. Hence, there is a need to examine systematically...

Interest Groups and the Governance of Growth in Organic Farming Organic Eprints
Halpin, Darren; Daugbjerg, Carsten.
In this paper we probe the issue of developing capacity by exploring the organisational evolution of the key organic interest groups in Australia, the UK and Denmark. A comparison of the Organic Federation of Australia (OFA), the British Soil Association (SA) and the Danish National Association of Organic Farming, NAOF (later the National Organic Association, NOA) is particularly useful in investigating the nuts and bolts of interest group capacity development and adjustment. They emerged from a similar milieu; yet they developed their capacities very differently. While all three associations have developed capacities for the promotion of the organic sector in relation to consumers, farmers and government, they differ significantly in relation to capacity...

ENVIRONMENTAL POLICY PERFORMANCE REVISITED: DESIGNING EFFECTIVE POLICIES FOR GREEN MARKETS Organic Eprints
Daugbjerg, Carsten; Sønderskov, Kim Mannemar.
Studies of environmental policy performance tend to concentrate on the impact of particular policy institutions or of single policy instruments. However, environmental policies most often consist of a package of policy instruments. Further, these studies pay no or very little attention to policy instruments directed at the demand-side of the market. Therefore this article develops a policy typology for government intervention aimed at creating green markets. The typology distinguishes between four types of policies based on the balance between supply-side and demand-side policy instruments applied. On the basis of the typology, a hypothesis on their ability to expand green markets is generated and tested in a comparative analysis of the performance of...

Governing growth in organic farming: The evolving capacities of organic groups in the United Kingdom and Denmark Organic Eprints
Daugbjerg, Carsten; Halpin, Darren.
The question of the ‘policy capacity’ of interest groups is increasingly gaining prominence as a key variable in governing and transformative capacities. This raises the issue of whether group policy capacities can be developed. While group scholars have long talked of group capacity, this has largely amounted to compiling a ‘shopping list’ of possible capacities general to all groups. There has not been much attention to variations in capacity among groups, or with the development of capacity by a single group over time. This paper takes a tentative step towards filling this gap. In pursuing this general line of inquiry we argue that (i) initial ‘selection’ of group type shapes scope of capacity development, (ii) groups seek to adapt capacity to changing...

Interest Group Capacities and Infant Industry Development: State-sponsored Growth in Organic Farming Organic Eprints
Halpin, Darren; Daugbjerg, Carsten; Yonatan Schvartzman , Yonatan.
Both interest group and public policy scholars accept that groups are important to policy formulation and implementation because they hold valuable capacities. However, the literature has not dwelt upon whether, and how, groups develop capacities. In this article we examine the question of group capacity development by focussing on the adaption of specific groups to evolving policy contexts. Taking the example of organic farm policy we look at the impact divergent policy strategies aimed at growing this infant industry sector have had on the way related industry groups have evolved in four countries. This comparative study supports our argument that policy strategy is one key force in shaping the capacities that groups develop over time.

Environmental Policy Performance Revisited: Do Organic Food Policies Matter for Sustainable Consumption Organic Eprints
Daugbjerg, Carsten; Sønderskov, Kim Mannemar.
Abstract Environmental policy performance studies should pay more attention to the package of policy instruments applied rather than concentrate on single policy instruments or policy institutions. Therefore this paper develops a policy typology. Its value is tested in a comparative analysis of organic food policies in Denmark, Sweden, the UK and the US and of their impact on organic food consumption. Our analysis demonstrates that cross‐country variation in organic food consumption is explained by differences in the packages of policy instruments applied, controlling for almost every relevant systemic and individual level alternative explanation found in the literature of environmental performance. The policy typology developed has general value and...

Sharpening Up Research on Organics: Why We Need to Integrate Sectoral Policy Research into Mainstream Policy Analysis Organic Eprints
Daugbjerg, Carsten; Halpin, Darren.
As a fast growing state sponsored industry, the organic food sector is likely to attract the increased attention of policy analysts who are interested in industry development. We critically review the European comparative research on growth in the organic sector, focusing on policy analysis. A common element in these accounts is that findings are by no means clear on why variation in organic growth between countries exists. The literature provides a range of possible variables explaining divergent patterns of organic sector development but solid conclusions are elusive. We suggest that future policy orientated research on organic sector apply existing theories on public policy and carefully design studies in accordance with the prescriptions of the...

Organic farming policies and the growth of the organic sector in Denmark and the UK: a comparative analysis Organic Eprints
Daugbjerg, Carsten; Tranter, Richard; Holloway, Garth.
There has been little systematic analysis of the extent to which organic farming policies have influenced growth in the organic sector. Analyses of organic farming policy instruments, for the most part, provide extensive and detailed reviews of instruments applied either in a single country or across countries. Hence, there is a great need to examine systematically whether there is a relationship between the introduction of organic farming policies and the growth of the organic food sector, and whether particular designs of organic farming policies are more effective than others. In this paper, we take the first step in the endeavour of analysing the effects of organic farming by undertaking an econometric analysis of the relationship between organic...

Government intervention in green industries: Lessons from the wind turbine and the organic food industries in Denmark Organic Eprints
Daugbjerg, Carsten; Svendsen, Gert Tinggaard.
Government intervention in green infant industries may be justified as a strategy to increase the provision of public goods. How should government policies be designed to promote such industries? One way to analyse this question is to compare government intervention in green infant industries in which it has been successful with green infant industries in which it has been less successful. The Danish government has intervened intensively in the wind turbine industry and organic farming sector mainly for environmental reasons since 1992 and 1987 respectively, but with very different impacts. While the electricity market share of wind energy reached 20% in 2007, organic food consumption lags behind with a food market share of approximately 8.5% in 2007. This...

Generating Policy Capacity in Emerging Green Industries: The Development of Organic Farming in Denmark and Australia Organic Eprints
Daugbjerg, Carsten; Halpin, Darren.
In many cases, when governments commit themselves to green policy targets, they also imply the development of ‘green’ industries to reach those targets. But, how do governments foster the development of such industries? This is particularly relevant because such industries are often in a very early stage of their evolution. Taking the case of organic farming, we argue that the state’s ability to foster ‘policy capacity’ is critical to the emerging development trajectories of such industries. Focussing on the state’s ability to generate policy capacity in the Danish and Australian organic food sector, this article suggests that policy capacity develops as a result of high levels of state and associative capacity and the ability to create conditions favourable...

Identity as Constraint and Resource in Interest Group Evolution: A Case of Radical Organizational Change Organic Eprints
Halpin, Darren; Daugbjerg, Carsten.
While group scholars have long noted instances of change in overall form – say from amateur scientific group to environmental campaign group – the literature is short on persuasive accounts of the mechanism(s) that drive or constrain such radical change. How can we explain groups getting from form A to form B? In this article we explore how tools from the historical institutionalism literature might aid in the analytical process. Specifically we focus on the combination of focussing events, internal challengers to the status-quo, and the capability of challengers to demonstrate to key audiences that the ‘radical’ change is in some way consistent with the founding ideology of the group. We demonstrate the application of this approach by examining a case of...

Ethical food standard schemes and global trade: Challenging the WTO? Organic Eprints
Daugbjerg, Carsten; Botterill, Linda.
Global food trade embodies a range of different interpretations of the nature of food and its role in society. On the one hand, the WTO food regulation regime, in particular the SPS agreement, is based upon a somewhat instrumental value of food consumption in which food is seen as a commodity to be traded in accordance with international trade rules. At the same time, a number of private standards, such as GlobalG.A.P and various organic standards, are emerging which embody broadly postmaterialist values that suggest that food purchasing and consumption are also social, ethical and perhaps even political activities. This paper analyses the relationship between the WTO food trade regime on the one hand and the GlobalG.A.P and organic food trade regimes...

The State and Consumer Confidence in Eco-Labeling: Organic Labeling in Denmark, Sweden, the United Kingdom and the United States Organic Eprints
Sønderskov, Kim Mannemar; Daugbjerg, Carsten.
Trustworthy eco-labels provide consumers with valuable information on environmentally friendly products and thus promote green consumerism. But what makes an eco-label trustworthy and what can government do to increase consumer confidence? The scant existing literature indicates that low governmental involvement increases confidence. This suggests that government should just provide the basic legal framework for eco-labeling and leave the rest to non-governmental organizations. However, the empirical underpinning of this conclusion is insufficient. This paper analyses consumer confidence in different organic food labeling regimes with varying degrees of governmental involvement. Using unique and detailed survey data from USA, United Kingdom, Denmark and...
