A Case for Re-evaluation of Income Averaging for Primary Producers AgEcon

Income averaging for primary producers is a long-standing tax policy in Australia. Major changes were made to the scheme in 1983 to overcome anomalies associated with the previous scheme. However the amended scheme has not been subject to review. In this review, the scheme is found to perform poorly against the traditional evaluation criteria of equity, efficiency and simplicity. The general conclusion is that to avoid cross-subsidisation and investment distortions which are often inherent features of any general scheme, it is appropriate to consider the adequacy of self-averaging mechanisms.

This paper forms part of a project titled ‘Facilitating Efficient Agricultural Markets in India: An Assessment of Competition and Regulatory Reform Requirements funded by the Australian Centre for International Agricultural Research (ACIAR). The project follows from previous research which found that India’s border reforms need to be complemented by ‘behind-the-border’ domestic reforms if government policy objectives of improved productivity, higher rural employment and incomes and enhanced food security are to be met. The Role of Income Taxation in Natural Resources Management AgEcon

It is widely accepted that accelerated depreciation concessions, such as sections 75B and 750, are a poor means for government to address environmental objectives. This position is further supported by recent information highlighting the limited behavioural effect of this form of intervention. The continued existence of poorly targeted subsidy measures, in the face of mounting evidence of their ineffectual nature, suggests they are an important source of political benefits. The NSW, Victorian and Commonwealth Governments are in the process of corporatising the Snowy Mountains Hydro-electric Scheme. As part of this process a water inquiry was established to assist in the determination of the environmental operating conditions of the new business, Snowy Hydro Ltd. The Inquiry’s principal task was to examine the range of environmental issues arising from the current pattern of water flows caused by the Scheme and to develop a comprehensive range of costed options to address these issues. Country Towns and Fluctuating Rural Fortunes - Is There a Case For Assistance? AgEcon

This paper provides a review of some commonly held arguments for extending government assistance to the non-farm rural business sector as a means of maintaining the infrastructure of agriculture through periods of rural downturn. Recent literature on the nature of linkages between the farm sector and small business is reviewed to identify the scale of exposure of the various types of small business. Assistance measures available to the farm sector are compared to those available to small business and differences between the two groups are discussed. THE ECONOMICS OF INSURING CROPS AGAINST DROUGHT AgEcon

The necessary conditions for the existence of a financially viable crop insurance scheme against drought are examined. A supply and demand model for crop insurance is developed which identifies the parameters that are critical to the efficiency of such a scheme. The values of these parameters are estimated by using data from the Australian wheat industry. It is found that crop insurance against drought would appear to be unattractive from an efficiency point of view.
