La evaluación horizontal es un método flexible de evaluación que combina la autoevaluación y una revisión externa por "pares". Hemos desarrollado este método para utilizarlo en una red regional en los Andes que desarrolla nuevas metodologías de investigación y desarrollo (I + D). La participación de "pares" neutraliza las relaciones de poder asimétricas que prevalecen en las evaluaciones externas tradicionales, creándose una atmósfera más favorable para aprender y mejorar. El elemento central de una evaluación horizontal es un taller que reúne a un grupo de "participantes locales", quienes están desarrollando y aplicando una nueva metodología de I + D, y a un grupo de "visitantes" o "pares" interesados en dicha metodología. The Andean highlands are home to some of the poorest rural households in South America. Native potato varieties and local knowledge for their cultivation and use are unique resources possessed by farmers in these areas. As the forces of globalization and market integration penetrate the Andes, they present both challenges and opportunities for farmers there. This paper reports on how the Papa Andina Regional Initiative is promoting the use of collective action to reduce poverty in the Andes, by developing market niches and adding value to potatoes, particularly the native potatoes grown by poor farmers. Innovation in the food and agriculture sector is frequently short-circuited by a lack of trust and communication between actors in the market chain.
