'ORGANIC' AND 'CONVENTIONAL' GRAIN AND SOYBEAN PRICES IN THE NORTHERN GREAT PLAINS AND UPPER MIDWEST: 1995 THROUGH 2003 AgEcon

Prices for corn, soybeans, wheat, and oats grown "organically" and "conventionally" are compared for the years 1995 through 2003. Conventional prices are those compiled by the USDA's National Agricultural Statistics Service, and organic prices come from the Organic Business News Organic Commodity Prices, through Hotline Printing and Publishing. Ratios of organic-to-conventional prices for both South Dakota and the U.S. are shown for each of the nine years.

This study provides an overview of the economic costs, benefits, and risks involved with agricultural biotechnology at the farm level, at the market level, and for the farm and food system as a whole. Both advantages and disadvantages of agricultural biotechnology are discussed. Among the drivers of U.S. domestic and international consumer demand for transgenic crop products discussed are environmental and food safety concerns. A comparison is made between a "science-based" regulatory framework and a policy based on the precautionary principle. Major agri-environmental programs tried in the United Kingdom (UK)since the mid-1980s are examined in this report. Special attention is given to the Environmental Sensitive Areas (ESA) scheme, the Countryside Stewardship Scheme (CSS), and schemes to promote organic agriculture-first the Organic Aid Scheme and, following that, the Organic Farming Scheme. Several major studies and reviews of these and other agri-environmental schemes in England, Scotland, and Wales have been conducted in recent years. These studies and reviews are drawn upon to examine both the successes and shortcomings of various schemes in drawing farmers into more environmentally sound farming practices and systems. Time for Change in U.S. Farm Policy: Fundamental Reform Emphasizing Institutions Based on Agriculture's 'Multifunctionality'? AgEcon

In this article, the author first traces the evolution of political economy perspectives since U.S. farm policy as we know it today was first established in the 1930s. He then discusses the preconditions for a change in the settled beliefs of citizens and policy makers about what U.S. farm policy should look like in the future. The article contains the author’s suggestions for farm policy reform based on a “sustainable agriculture vision” that is also compatible with a multifunctionality view of agriculture. Multifunctionality has been the basis of recent reforms of the European Union’s Common Agricultural Policy.

ECONOMIC PROSPECTS FOR SMALL-SCALE FUEL ALCOHOL PRODUCTION AgEcon

Small-scale alcohol plants will have difficulty in supplying fuel that is competitive in cost with petroleum-based fuels. This is based upon economic findings form interdisciplinary research with a pilot fuel alcohol plant. Results of economic-engineering cost analyses and of fuel and feed byproduct returns analyses are shown. Fuel and feed transportation costs are also considered in determining the economic feasibility prospects for small-scale plants producing hydrous ethanol from grain.

The authors draw on the United Kingdom's experience with various agri-environmental schemes since the mid-1980s to identify lessons and issues for expansion of agri-environmental stewardship payment programs in the U.S. and Europe. A key recommendation of the authors is that major stewardship payment initiatives are needed on both sides of the Atlantic at this time to encourage more diverse crop systems, incorporating legume-based rotations. This article compares farm-level organic prices to both South Dakota and national cash prices for the products of conventionally grown corn, soybeans, spring wheat and oats. Data indicate that the ratios of organic prices to conventional prices for corn, spring wheat, and oats decline during the past year, but not soybeans.

Competing Visions of U.S. Agriculture: Can We Have Our Cake and Eat It Too in Reforming Federal Farm Policy AgEcon

Two alternative visions for U.S. agriculture are described—“the global competitiveness vision” and the “sustainable agriculture vision”—together with farm policy reform proposals associated with each vision. The USDA’s proposed policy reforms (released in January 2007) also are briefly explained and compared to those of groups associated with the global competitiveness and sustainable agriculture visions. The author closes the article with a discussion of the compatibility of different reform proposals and the challenges of passing legislation containing major policy reform.

This report contains an examination of the potential of the US Department of Agriculture's Conservation Security Program to help induce farmers in the Western Corn Belt to shift to more ecologically diverse crop rotation systems. The report is a complement to a Selected Paper presented by the same authors at the 2005 American Agricultural Economics Association annual meetings. The present report contains more detail on research methods and data than was possible to include in the AAEA paper. The region focused on is a six-county area of southeastern South Dakota.
