Farm production costs estimation trough PMP Models: an application in three Italian Regions AgEcon
Arfini, Filippo; Donati, Michele; Marongiu, Sonia; Cesaro, Luca.
The objective of this paper is to present a Generalised Positive Mathematical Programming model suitable for the estimation of variable cost of production associated with different farm activities. This work present, discuss and demonstrates that the Generalised PMP model is a useful theoretical framework for the representation of farm choice, including for the description of costs related to the production function chosen by each entrepreneur. For this characteristics the model can be used for the farms belonging the FADN sample providing a powerful tools for researcher that would like to know variable costs of production for agricultural activities or estimate the impact of agricultural policy and market reform at regional and sectorial level. The main...

HEALTH CHECK AND FARM EFFICIENCY: A COMPARATIVE ASSESSMENT OF FOUR EUROPEAN AGRICULTURAL REGIONS AgEcon
Arfini, Filippo; Donati, Michele.
The European Commission has always considered the Common Agricultural Policy (CAP) as a dynamic political tool that aims to link the agricultural sector with the evolving of the economic, financial, social and political dynamics that distinguish the Member States of the European Union. From this standpoint, the Health Check (HC) is much more than a simple assessment of the state of health of European agriculture; it is a drawing up of the “new rules” that are to manage the relations between farms and the market, on which the future efficiency and survival of the said farms and the production sectors that characterise entire European agricultural regions will depend. In this context, the aim of this paper is to present and analyse the "innovations" of the...

Analysis of the Socio-Economic Impact of the Tobacco CMO Reform on Italian Tobacco Sector AgEcon
Arfini, Filippo; Donati, Michele; Menozzi, Davide.
The Tobacco CMO (Common Market Organization) is involved in a intense debate between the European tobacco industry and those who are against to a crop whose transformed product is dangerous to the health. European institutions have shown a strong interest in this complex issue introducing two Reforms (1992 and 1998) and one revision in 2004. This paper aims to analyse and investigate the socio-economic impact of the tobacco CMO Reform of 2004 in Italy, across the scenarios proposed by the EC Commission (2004), both on the tobacco production and processing sector. The considered socio-economic indicators are harvested surfaces, farm income and overall employment, while the sample of farms used in this research belong to the FADN–Italy sample.

Innovation in Estimation of Revenue and Cost Functions in PMP Using FADN Information at Regional Level AgEcon
Arfini, Filippo; Donati, Michele; Paris, Quirino.
The objective of this paper is to present an evolution of PMP model suitable to estimate the revenue function and to provide price elasticity due to the variation of subsidies at farm level, especially if they are decoupled. This problem arises when individual data of farm households in a given region, coming from FADN, are used for implement PMP models finalized to policy analysis. This paper presents the theoretical background of the proposed innovations and empirical evidence on the basis of a sample of farms included in FADN database in Italy.

POSSIBLE IMPACT OF THE NEW FRUIT AND VEGETABLE COMMON MARKET ORGANISATION REFORM ON THE INDUSTRIAL TOMATO SUPPLY CHAIN IN ITALY AgEcon
Arfini, Filippo; Donati, Michele; Giacomini, Corrado.
The objective of this paper is to provide an impact analysis of the Fruit and Vegetables CMO reform with respect the Italian processed tomato sector, including the evaluation of the effects on agriculture and on tomato industry. The impact on agriculture (tomato sector) at farm level, is evaluated by PMP models applied to FADN farms of Farm Type "fruit and vegetables" acting in Emilia Romagna, Veneto and Puglia. The impact on the industrial component of the chain is analysed in relation with the degree of resistance of processed tomato industries facing a likely positive trend of fresh tomato prices induced by the reform application. Result shows as full decoupling will have a very negative impact if industry doesn't differentiate their production...

AN IMPACT ASSESSMENT OF THE FUTURE CAP REFORM ON THE ITALIAN TOMATO SECTOR AgEcon
Arfini, Filippo; Donati, Michele; Petriccione, Gaetana; Solazzo, Roberto.
The Health Check (HC) document traces the path for a new revision of the CAP. The communication content can be summarised in the following points: decoupling at regional and not at historical level, a more intensive modulation mechanism differentiated according to the total volume of subsidy received by the farm and a new implementation of the art. 69. The aim of this paper is to assess the effect of the HC on the farms producing fruits and vegetables in Italy, with a particular emphasis on the processed tomato production. The model based on the PMP approach simulates the regionalisation mechanism and the new modulation per brackets. The analysis carried out on a FADN sample of farms located in Emilia-Romagna region highlights as the HC new measures affect...

Revenue and Cost Functions in PMP: a Methodological Integration for a Territorial Analysis of CAP AgEcon
Arfini, Filippo; Donati, Michele; Grossi, L.; Paris, Quirino.
An integrated policy evaluation tool is proposed for assessing the effects of agricultural policy measures using all the information available at farm level. The tool combines the positive mathematical programming methodology with the cluster analysis technique by using the same panel of data. The PMP model proposed here allows to measure the effects of policy in term of agricultural supply responses including output market price variations. The novel procedure by which the PMP model is articulated permits to recover the set of farm level demand functions for agricultural products and the cost function characterizing the given sample of farms. Cluster analysis is useful for better appreciating the behaviour of farms before and after the policy scenario...

Organic Productions and Capacity to Respond to Market Signals and Policies: An Empirical Analysis of a Sample of FADN Farms AgEcon
Arfini, Filippo; Donati, Michele.
The paper approaches the problem of assessing the impacts of market and rural development policies oriented at stimulating the growth and spread of organic farming in Italy. From the methodological perspective, an innovative formulation of Pmp is presented and discussed; it is applied to a set of farms belonging to the FADN sample, specifically located in Emilia Romagna and Sicily. The Pmp model has the capacity to estimate the impact of policies on crops not yet present at the time the farm data was recorded. From the empirical standpoint, various sets of policies are simulated on cluster of farms both conventional and in course of conversion in organic production.
