Improving the Delivery of Rural Development Programmes AgEcon

Key issues in the effective delivery of EU-funded rural development programmes include simplification, transparency and accessibility. This paper draws upon the experience of rural development programming, as presented in a number of case studies drawn from recent and ongoing research by the author and others, and discussed in the panel sessions at the Salzburg RD conference in 2003, to summarise outstanding needs in these areas. Central areas of concern include a lack of local flexibility and poor integration between top-level goals at the point of delivery, as well as a lack of trust and support for capacity building and innovation among local delivery agents, where synergies between economic, environmental and social aims can most readily be identified...

CAP Pillar 2 policies and Rural Development Programmes (RDPs) reflect a broad range of governance styles and policy priorities, as well as significant devolution to regions and/or provinces within Member States. The processes supporting this new style of policymaking have become increasingly differentiated. The Europe 2020 document identifies significant “new challenges” facing the EU’s rural areas, notably climate change, sustainable water management and renewable energy generation. The ENARPRI partners agreed in February 2004 to prepare a precise specification for the scenarios that partners would attempt to model in their own national contexts, to examine the impacts of trade-related changes upon the multifunctionality of EU agriculture. This paper outlines a suite of five scenarios covering anticipated domestic (EU) policy under different possible outcomes from the Doha round, broadly based upon the status quo (with mid-term review), full decoupling of domestic support and full decoupling plus reductions in (decoupled) domestic support, with variants in relation to export subsidies and the scale of pillar 2 measures.
