ALTERNATIVE PRICE SPECIFICATION FOR MUNICIPAL WATER DEMANDS: AN EMPIRICAL TEST AgEcon

Based on data from 92 Minnesota cities, the analyses shows that neither marginal price or average price appear as the better predictor of demand. The price elasticity of demand ranges from -. 17 for marginal price in the linear model to -.27 for average price in the log linear model. It appears from the analysis that many consumers are unaware of the marginal price of their water. Thus utilities should simplify their pricing structures and present consumers with an easy to understand costs of water such as the cost of six hours of lawn watering.

Can Rural Communities Comply with the New Arsenic Standard for Drinking Water? AgEcon

Our primary concern in this paper is to determine to what extent small communities have difficulty meeting the new stricter 2001 standard for arsenic levels in their drinking water. To do this we survey water users in rural Minnesota communities that had arsenic levels in their water supply exceeding 10 g/L during 2001-2006. Our survey results show that after obtaining complete information concerning the arsenic levels in their drinking water consumers with relatively low levels of arsenic were willing to pay $8-9 annually, while those with high levels of arsenic are willing to pay $15-17 annually. At the macro level, the way water resources are managed results in major misallocations as well as quality deterioration. It has become apparent in many cases that current practices and policies are not sustainable, and that reforms are needed. The present paper focuses on some of these reforms. It starts by reviewing and analyzing the sources of the market failures as well as government failures in water resources management. Recognizing the inevitability and desirability of some form of public action in many circumstances, it seeks to identify forms of interventions that utilize, to the extent possible, individual or private incentives by providing the institutional and legal framework in which these incentives can best complement the interventions....

REFORM OF IRRIGATION MANAGEMENT AND INVESTMENT POLICY IN AFRICAN DEVELOPMENT AgEcon

This paper examines the reform of water and irrigation management in Africa and compares it with similar reforms in Asia. Several things are evident from the review. First, Sub-Saharan Africa (SSA) is at an earlier stage of irrigation development and reform than Asia. Second, the articulated need for reform is much stronger in Asia than it is in SSA. Third, the productivity of small-scale irrigated farms is significantly lower in SSA compared to Asia. Thus any irrigation investment strategy in SSA should be different from Asia and focus on increasing small-farm productivity as well as small-scale irrigation projects. Finally, all direct government irrigation investments should be done jointly with decisions regarding the type of project management.
