The Scale Efficiency of Local Supply and Grain Marketing Cooperatives in the Upper Midwest AgEcon

Consolidation has been a trend among local cooperatives for most of the past century. Earlier studies show that these cooperatives face size-related economies and that consolidation is to be expected as cooperatives seek to improve their efficiency and competitiveness. In this article we revisit the question using data from 377 local cooperative associations in operation during the 1990s. Methods involve using nonparametric cost frontiers that enable us to distinguish the effects of scale inefficiency from other production inefficiencies. Our results suggest that many local cooperatives are at or near an efficient scale of operation.

The 1996 Fair Act authorized two types of income support payments for the major commodities, fixed decoupled payments, and marketing assistance loans. These provided a lower safety net for commodity programs than was political acceptable, and Congress passed emergency legislation providing supplemental market loss assistance annually beginning in 1998. By 2001, many in Congress and members of farm commodity groups argued new legislation was needed that provides a higher safety net for farm income. This USDA-sponsored study uses panels of ethanol industry experts and follow up interviews with plant owners and managers to examine how information technology has impacted the structure, organization, and operations of the fuel ethanol industry. COMPENSATING IRRIGATORS FOR RESTRICTING WATER USE: AN EXPECTED UTILITY ANALYSIS AgEcon

A daily limitation on the number of hours irrigators can pump may be imposed by utility companies seeking to use the company's generating capacity more efficiently. Three power interruption patterns are analyzed to determine electricity cost reductions which would have to be offered to keep irrigators from being made worse off by the interruptions. Irrigation system pumping capacity and the irrigator's attitudes toward risk are found to be primary determinants of the size of the required reductions.

Nitrate contamination of municipal and domestic well water supplies is becoming an increasing problem in many rural and urban areas, raising the cost of providing safe drinking water. The objective of this paper is to describe a marketable permit scheme that can effectively manage nitrate pollution of groundwater supplies for communities in rural areas without hindering agricultural production in watersheds. They key to implementing this scheme is being able to link nitrate leaching from nitrogen fertilizer applied to crops at a farm to nitrate levels measured at a drinking water well.
