GAMS CODE FOR ESTIMATING A SOCIAL ACCOUNTING MATRIX (SAM) USING CROSS ENTROPY (CE) METHODS 31

This paper documents the computer code implementing the CE-SAM estimation technique in GAMS (General Algebraic Modeling System). It defines the estimation problem in a deterministic setting; extends the approach to include a stochastic treatment of errors in control totals; summarizes the equations describing CE technique for estimating a consistent SAM starting from an inconsistent data set estimated with error; and provides the GAMS code.

THE IMPACT OF ALTERNATIVE DEVELOPMENT STRATEGIES ON GROWTH AND DISTRIBUTION: SIMULATIONS WITH A DYNAMIC MODEL FOR EGYPT 31

Addressing longer-term issues of economic development in Egypt, the paper employs a dynamically recursive computable general equilibrium (CGE) model to assess the outcomes associated with two types of development approaches over the period 1998-2012. One is a targeted sector development approach, and the second is a more broad-based development approach. Under the first development approach technological advancement is separately targeted to three sectors: agriculture, food processing, and textiles. For the past two decades, Bangladesh has enjoyed steady growth in per capita incomes enabling a significant reduction in poverty. An increase in rice productivity, achieved through a combination of improved seeds, increased fertilizer use, and public and private investments in irrigation, played a major role in the increase in incomes. TECHNICAL CHANGE, MARKET INCENTIVES AND RURAL INCOMES: A CGE ANALYSIS OF UGANDA'S AGRICULTURE 31

In Uganda, as in much of sub-Saharan Africa, poverty is concentrated in rural areas. Because agriculture accounts for a large share of incomes for these households, policies and external shocks that affect agriculture, including shifts in world prices, changes in agricultural productivity, and reductions in marketing costs, may have significant effects on rural poverty. In this paper, we use a Computable General Equilibrium (CGE) model of the Ugandan economy, explicitly designed to capture regional variations in agricultural production and household incomes, to examine the implications of these policy changes and shocks. A Multi-level Analysis of Public Spending, Growth and Poverty Reduction in Egypt 31

The overarching objective of this report is to use a multi-level analysis approach to assess the effects of various government spending on growth and poverty reduction and their trade-offs between these two goals and to offer future policy options to achieve the Millennium Development Goals (MDGs). The study involves analyses and simulations at the different levels: household, sector/region as well as macro levels. Different analytical tools are used at the different levels. Analyses at the different levels are initially executed independently, but final synergy is drawn through an integrated macro-micro framework.
