Modeling the Liberalisation of the Milk Market in Switzerland AgEcon

Switzerland aims to liberalise the milk market by 2011. This will result in distinctive changes in the basic conditions for agriculture. The impacts of the liberalisation are investigated with a composite model obtained by combining an optimization model for the agricultural sector and a dynamic simulation model for the milk and meat market. The calculations with the composite model indicate that the milk price depends strongly on the phasing out of market support, while the abolition of milk quotas in 2009 is less decisive. An introduction of a dairy cow premium leads to a higher milk production, especially with abolished milk quotas. In the coming years, significant changes are to be expected in agriculture in mountain regions due to the changing general environment. It can be assumed that product prices will sink while production costs remain unchanged at their present high level. Therefore, a more incisive structural change will be necessary if additional direct payments are not forthcoming. Economic survival can only be assured if the number of farms, and in particular the number of workforce, decrease even further. This will also lead to a decline in agriculture's contribution to decentralised settlement. Agriculture’s contribution to rural viability: An approach to estimate regional economic impacts of agricultural policy in Swiss case study regions AgEcon

This paper develops a thorough yet easily implementable approach to measuring agriculture’s contribution to rural viability. The approach is based on input-output modelling. It adopts a number of concepts from input-output modelling such as determining the explicit geographical origin of input requirements and the geographical destination of farm household expenditures without formerly developing an input-output table. The approach is applied to four case studies in the Swiss mountain regions and tested for three scenarios. Our results clarify the role that agriculture still plays in the context of rural viability.
