Economic Values of Freshwater in the United States AgEcon

This report presents nearly 500 water value estimates for four withdrawal uses (domestic, irrigation, industrial processing, and thermoelectric power generation) and four instream uses (hydropower, recreation/fish & wildlife habitat, navigation, and waste disposal). The first section discusses important caveats for interpreting the data and the relevance of water values for achieving efficient use of the resource. The second section discusses the presentation of the data. Tables and graphs are used to summarize and help interpret the water value data that have been converted to constant 1994 dollars. The socioeconomic costs of floods, droughts, and water scarcity in the years 2030 and 2095 are examined under three climate scenarios: continuation of the current climate and two climate-change scenarios based on projections from the respective results of the Canadian and Hadley general circulation models. Measures of the adequacy of water supplies to meet both withdrawal and instream uses under current and future conditions are developed for the 18 major water resources regions and 99 assessment subregions in the conterminous United States. Impacts of Federal Policies and Programs on Wetlands AgEcon

Human activities have resulted in the loss of about half of the original 221 million acres of wetlands in the conterminous 48 states. Federal laws, policies, and programs have had major impacts on the nation's wetland resources. Initially, they encouraged and subsidized the draining and filling of wetlands, the flooding of wetlands behind dams, and the diversion and alteration of streamflows to riparian wetlands. More recently, federal policies have been directed to conserving and preventing further net losses. The focus of this study is on the impacts of federal policies on riparian wetlands, i.e., those formed at the interface of rivers and streams and uplands and that require occasional flooding to maintain the health of their ecosystems.
