The EU protects some of its fruits and vegetables through the entry price system. This system is implemented for “sensitive” products which often are important for the exports of Southern Mediterranean Countries (SMC) such as tomatoes, cucumbers, artichokes, courgettes, peaches and citrus fruits. In many cases, the system applies on a seasonal basis, remaining the protection for a part of the year through the “usual” tariff system. In some cases, SMC have agreed a reduction of the entry price applied for their exports to the EU. In this paper, we show a new indicator to gauge the gains accrued to the SMC in these cases and apply it to the case of Moroccan clementines. |

The complexity derived from the bilateral trade liberalisation process in the Mediterranean region is difficult to represent in a trade model, not only because of the range of instruments still constraining trade but also because of the special nature of the most important traded goods (product differentiation and seasonality). Tariff-rate quotas (TRQ's) and the entry price system are clearly defined on a monthly basis for the fruits and vegetables trade flows towards the European Union (EU). SUMMARY: The purpose of this paper is to outline and adapt Sharpe's model to the agricultural activities as well as to measure the performance of crops when yield and risk are considered. The model is applied to the main varieties of citrus fruits in Valencia. For them, systematic and specific risks are measured and the yield índex elasticities are quantified. Applying performance rates, we determine the economic yields of citrus varieties in the 1985-1997 period. In the same way, we focus on its management based on the previously outlines criteria. The aim of this research is to discuss a different way to represent the influence of Association Agreements on the agricultural trade between Southern Mediterranean Countries and the European Union in the period 1995-2004. A yearly analysis makes it possible to study trade changes after the Association Agreement between European Union and Southern Mediterranean Countries. For assessment of the Association Agreements, groups of countries with different treatment granted by the EU can separately considered. The main characteristics of EU's market in fruits and vegetables are trend towards overproduction, price fluctuations, and relatively low protection and public support. The key instruments of the CMO are processing aids and support to Operational Funds. The current regulation has been more successful in encouraging improvements in quality and marketing than in stabilising prices and guaranteeing adequate income levels, mainly in fruits and in the great southern countries. The lack of common European action in the fields of import control and access to new foreign markets creates more pressure in the common market.
