This paper analyses expert attitudes to managing rural development in both established (EU15) and New Member States (NMS). It draws on case studies of five regions in the EU15 that have undergone, at least in some respects, successful rural development post-accession. Lessons of best practice were identified from interviews and supporting documentation, and verified / refined using a policy Delphi exercise. The results highlight the importance of creating appropriate national and regional structures to implement EU funded projects, capacity building, decentralisation, social capital and networking, and the role of “institutional memory”. |

Drawing on Nahapiet and Ghoshal's (1998) distinction between the structural, relational, and cognitive dimensions of social capital, this paper analyses the performance of Water Communities (WCs) in the Bregalnica region of the Republic of Macedonia. WCs are farmer-managed local irrigation systems which are critical to livelihoods in Bregalnica. Data on the performance of the WCs and role of social capital was collected via in-depth interviews and a farm survey (n=249) of both members and non-members. Results highlight the importance of social capital in explaining the decision to join a WC, the satisfaction of members with their WC, and payment behaviour. |

Drawing on survey data, this paper identifies the determinants of variations in farm gate milk prices for three CIS countries (Armenia, Moldova and Ukraine). We apply a multi-level modeling approach, specifically a bootstrapped and selectivity bias corrected mixed-effects linear regression model. The analysis suggests three main strategies for farmers to improve the price received for their output: consolidation, cooperation and stable supply chain relationships. While selling through a marketing cooperative has a significant and positive effect on farm gate milk prices, the majority of non-members are reluctant to join. Utilising primary survey data, this paper evaluates the relationships between a set of supplier development strategies and performance within the milk industry in Armenia and Ukraine. Improving supplier performance is a critical task for the dairy industry in the Former Soviet Union as, during the 1990s both the quantity and quality of agricultural output deteriorated sharply. The impact of the introduction of the EU Single Area Payments (SAP) on farm strategy is investigated for a sample of Lithuanian farms, utilising farm accounting and survey data. The applications of two investment models demonstrate that the credit market in Lithuania was imperfect prior to accession and that some farms were financially constrained. The introduction of the SAP has a significant, positive influence on farmers’ intentions to expand their farm area compared to a baseline scenario of the continuation of pre-accession policy. Drawing on the Big Middle theory of retail evolution, an analysis of primary survey data on Thai shopping behavior seeks to understand the relative satisfaction of consumers with wet markets and supermarkets, identifying the factors that affect frequency of visit to, and purchase behavior within, these retail outlets. This provides the basis for engaging in a wider debate on the possibility of a ‘Global Big Middle’ for food retailing. On all salient attributes affecting retail outlet choice, supermarkets perform better than wet markets. Utilizing primary survey data, we investigate the performance of Water Communities (WCs), a form of self-managing organisation for irrigation, in the Bregalnica region of the Republic of Macedonia. While their introduction improved cost recovery, only modest changes occurred in the cost of irrigation water and many farmers remain indifferent to the WCs. Econometric analysis focuses on the decision of farmers to join a WC, determinants of farmers’ satisfaction with WCs and factors associated with changes in payment behaviour. Key determinants identified include transparency and trust regarding the conduct of WCs, cost recovery rates, farm size and irrigation costs. This is used as a basis for engaging in wider debates on the ‘supermarket revolution’ in Asia.
