Lessons of best practice in rural development: is there a pan-European consensus? AgEcon

This paper analyses expert attitudes to managing rural development in both established (EU15) and New Member States (NMS). It draws on case studies of five regions in the EU15 that have undergone, at least in some respects, successful rural development post-accession. Lessons of best practice were identified from interviews and supporting documentation, and verified / refined using a policy Delphi exercise. The results highlight the importance of creating appropriate national and regional structures to implement EU funded projects, capacity building, decentralisation, social capital and networking, and the role of “institutional memory”.

AGRICULTURAL ADJUSTMENT AND THE DIVERSIFICATION OF FARM HOUSEHOLDS IN CENTRAL EUROPE AgEcon

Survey evidence from three Central European Countries (Czech Republic, Hungary and Poland) is analysed to identify the degree of non-agricultural farm diversification and the factors facilitating or impeding it in individual farms. The effect of diversification on rural job creation is investigated. The results indicate that the level of diversification is relatively small and enterprise diversification by farmers is unlikely to generate sufficient new jobs and solve the problem of high rural unemployment. The attempt to transpose the Western European model of agricultural diversification to the acceding countries via the SAPARD programme is questionable, as non-farm centric rural policies appear to be more appropriate.

Impediments to Employment and Enterprise Diversification: Evidence from Small-Scale Farms in Poland AgEcon

In an environment of low returns to agricultural activities and slow structural change, both employment and enterprise diversification have been presented as possible strategies for raising the incomes of farm households. This paper focuses on the barriers to taking up off-farm employment and establishing new non-agricultural enterprises. Factor and cluster analysis are applied to a data-set of individual farms in Poland in order to identify groups of households facing similar constraints and profile policy measures that are most likely to assist diversification. The dimensions of social capital and rural development: evidence from Water Communities in the Republic of Macedonia AgEcon

Drawing on Nahapiet and Ghoshal's (1998) distinction between the structural, relational, and cognitive dimensions of social capital, this paper analyses the performance of Water Communities (WCs) in the Bregalnica region of the Republic of Macedonia. WCs are farmer-managed local irrigation systems which are critical to livelihoods in Bregalnica. Data on the performance of the WCs and role of social capital was collected via in-depth interviews and a farm survey (n=249) of both members and non-members. Results highlight the importance of social capital in explaining the decision to join a WC, the satisfaction of members with their WC, and payment behaviour.

Marketing, Co-operatives and Price Heterogeneity: Evidence from the CIS Dairy Sector AgEcon

Drawing on survey data, this paper identifies the determinants of variations in farm gate milk prices for three CIS countries (Armenia, Moldova and Ukraine). We apply a multi-level modeling approach, specifically a bootstrapped and selectivity bias corrected mixed-effects linear regression model. The analysis suggests three main strategies for farmers to improve the price received for their output: consolidation, cooperation and stable supply chain relationships. While selling through a marketing cooperative has a significant and positive effect on farm gate milk prices, the majority of non-members are reluctant to join. Land Fragmentation, Market Integration and Farm Efficiency: Empirical Evidence from Kosovo AgEcon

This paper investigates the effect of land fragmentation on farm efficiency in Kosovo utilising agricultural household survey data. To recognise heterogeneity among agricultural production systems in Kosovo, we estimate the technology separately for different groups or “classes” of farms, identified using latent class modelling. This approach separates the data into multiple technological “classes” according to estimated probabilities of class membership based on multiple specified characteristics, relating in this case to land fragmentation and market integration. A Structural Analysis of Contractual Innovations within the CIS Milk Industry AgEcon

Utilising primary survey data, this paper evaluates the relationships between a set of supplier development strategies and performance within the milk industry in Armenia and Ukraine. Improving supplier performance is a critical task for the dairy industry in the Former Soviet Union as, during the 1990s both the quantity and quality of agricultural output deteriorated sharply. Fragmented supply chains led to high transaction costs and, in some cases, market failure. Drawing on the work of Krause et al. Can the CAP payments facilitate the growth of individual farms in the NMS post-EU accession? AgEcon

The impact of the introduction of the EU Single Area Payments (SAP) on farm strategy is investigated for a sample of Lithuanian farms, utilising farm accounting and survey data. The applications of two investment models demonstrate that the credit market in Lithuania was imperfect prior to accession and that some farms were financially constrained. The introduction of the SAP has a significant, positive influence on farmers’ intentions to expand their farm area compared to a baseline scenario of the continuation of pre-accession policy. Investigating Thai Shopping Behavior: Wet-Markets, Supermarkets and the ‘Big Middle’ AgEcon

Drawing on the Big Middle theory of retail evolution, an analysis of primary survey data on Thai shopping behavior seeks to understand the relative satisfaction of consumers with wet markets and supermarkets, identifying the factors that affect frequency of visit to, and purchase behavior within, these retail outlets. This provides the basis for engaging in a wider debate on the possibility of a ‘Global Big Middle’ for food retailing. On all salient attributes affecting retail outlet choice, supermarkets perform better than wet markets. Utilizing primary survey data, we investigate the performance of Water Communities (WCs), a form of self-managing organisation for irrigation, in the Bregalnica region of the Republic of Macedonia. While their introduction improved cost recovery, only modest changes occurred in the cost of irrigation water and many farmers remain indifferent to the WCs. Econometric analysis focuses on the decision of farmers to join a WC, determinants of farmers’ satisfaction with WCs and factors associated with changes in payment behaviour. Key determinants identified include transparency and trust regarding the conduct of WCs, cost recovery rates, farm size and irrigation costs. Membership satisfaction is an important determinant of payment behaviour.

Variations in Farm Performance: Evidence from the CEECs and Existing EU Member States AgEcon

This paper attempts to shed light on the recent performance of farms in the Czech Republic, Hungary and Poland and to compare the findings from the CEECs with the EU situation. Utilising farm survey data, ratios of agricultural profitability and productivity have been estimated and clusters of farms with similar characteristics have been identified. Analysis indicates that the Hungarian farms have the best prospects amongst the analysed accession countries according to their profitability. The poor profitability and structural problems of Polish agriculture are highlighted.
