Irrigation vegetable farmers in Seymour District, Eastern Cape, have had problems concerning market access. Initial action by the researcher showed that problems can be solved. A survey showed younger farmers to be better educated, more businesslike and more eager to solve problems than older farmers. The unavailability of transport, poor infrastructure, lack of market information and to a lesser extent, dishonesty of some traders are major problems for these farmers. The community involved should be regarded as progressive, and can be expected to prosper once their problems have been solved. |

Salinization of South African rivers is serious and has rendered some dams and reservoirs unsuitable for irrigation. The contribution of agriculture to the environmental problem of salinization was empirically analysed in this study. Linear regression models demonstrated that increases in the Total Dissolved Salts (TDS) and chlorine of the Olifants River in the Loskop Valley are at least partially the result of variations in irrigation farming parameters such as fertilizer usage, rainfall and area cultivated to crops such as tobacco, cotton and wheat. The marginal rates of substitution among the independent variables can be employed in the formulation of the economically most efficient local salinization control policy. Other approaches are possible, but... |

A survey on food consumption patterns was conducted in an urban black community and a rural black community. Urban consumers tend to consume more bread, and less maize meal than rural consumers. Urban consumers consume more meat than poverty-stricken rural dwellers. The same is true with respect to fruit and ready-made foods. Both quality and price are important considerations for consumers' food purchases, particularly rural consumers. Price appears to be less important to the higher income (> R2000 per month) consumers in purchases of bread and meat, but rather important in vegetable purchases. Almost 60 per cent never consume food at away from home food establishments. |

Land reform has traditionally had two objectives: equity and productivity. Food insecurity and the need for agriculture to contribute to development emphasise the need to maintain and improve productivity while improving equitability. Land must foster production and agriculture must attract good human material. The main problem involves policy formulation and delivery Necessary conditions include: (1) A proper institutional framework involving all the relevant public and private bodies: the role and tasks of each should be clear, and also relationships between institutions. (2)Proper fiscal planning is essential. (3) Potentially successful farmers must be selected and given special support, including extension and adult education. Existing extension... |

Developing countries' small-scale farmers lack access to financial services. In the Eritrean Savings and Micro- Credit program (SMCP), solidarity groups are jointly responsible for individual members' loans; this reduces transaction costs, improves repayment and substitutes for collateral. Performance of SMCP (1996 to 2002) indicates low arrears and good repayment, but not satisfactory saving mobilization. SMCP service reached many people previously without access to financial services, thus materially improving individuals' economic self-confidence and independence, cash holdings and household living standards. It has had favourable social spin-offs; a well-designed village-banking model can help solve economic problems of the poor. |

This paper uses data collected from 177 small-scale farming households in Mpumalanga in an effort to identify factors that significantly influence the degree of commercialisation or market participation. A logistic regression model was applied within the transaction costs framework. Results support the hypothesis that transactions costs rank among the main determinants of commercialisation. The following variables were statistically significant: age, ability to speak/understand English, region, ownership of transport, access to market information, distance to market, dependency ratio, trust, land size and ownership of livestock. Increases in the latter four have negative effects on commercialisation. The negative relationship between land size and... |

Market-based environmental policies have been forwarded as alternatives to current pollution control policies. Implementation of the "polluter pays" principle and governmental enforcement of pollution clean-up have led to astronomical environmental liabilities and clean-up costs, which may threaten the survival of many productive ventures, unless producers can spread pollution risk through insurance. An emission constrained target MOTAD LP (TMLP) model showed that pollution insurance for irrigation farmers can be a feasible and efficient solution to agricultural salinization problems in the Loskop Valley, and fairly low salinity standards with pollution insurance will still be reconcilable with profitable farming. Pollution insurance appears to hold... |

Thoughts on the role of government changed late in the nineteenth century from nonintervention in economic affairs to government control. Events over the last decades have upstaged the ability of governments to achieve what had become to be major goals. The future role should be a balance between what is wanted, what is possible, and who – national government, trading block or private enterprise – should do what. |
