The rapid development of organic farming over the last decade is partly due to increased consideration of organic farming in policy measures. Examining this view, this article briefly discusses the current state and development of the organic farming sector and three lines of justification for policy support for organic farming: organic farming supplies public goods; the organic farming sector can be defined as an infant industry; and organic farming should be supported for risk precaution. Then, based on the observation that policy makers consider organic farming support justified, an integrated approach to organic farming policy is outlined.

Bio-Schulmilch als Chance für regionale Bio-Molkereien? – dargestellt am Beispiel Berlin Organic Eprints
Stiffel, Bettina; Häring, Anna.
This paper explores whether regionally produced organic milk has a chance in the Berlin school milk market, i.e. the general offer and the level of acceptance of school milk as well as the opportunities and challenges of critical importance were analysed. Representatives of Berlin’s elementary schools and daycare centres were interviewed about their school milk situation and conclusions are drawn for a potential market entrance of local organic dairies: Daycare centres seem to be a good trading partner for organic dairies, due to their organisational structure and need for pure milk in larger packaging as well as their constant demand.

Contributions of organic farming to a sustainable environment Organic Eprints
Pfiffner, Lukas; Häring, Anna; Dabbert, Stephan; Stolze, Matthias; Piorr, A..
Summary and Conclusions For each indicator organic farming is ranked at least equal to conventional farming, while in the majority of environmental indicators organic farming performs better or much better. In two cases, the subjective confidence interval could allow conventional farming to appear as the preferable system (partly due to the lack of evident data). However, when considering the aggregation level of the indicator categories, the analysis becomes more uniform. With the exception of climate and air, organic farming performs better than conventional farming in all categories. None of the indicator categories showed that organic farming performed worse. A summary assessment of all indicator categories was not carried out in the table, however,...

Bedürfnisse von Junglandwirten und ihre Wünsche an die Jugendarbeit der ökologischen Anbauverbände Organic Eprints
Nobelmann, Marianne; Nietsch, Ulrike; Lorenz, Heike; Häring, Anna.
Organic producer organisations are recruiting new members. On important target group are young farmers who at some point in their careers will consider membership. The objective of this study was to analyse i) the needs of young farmers, ii) which services would make membership attractive, and iii) which services producer organisations currently offer young farmers, for producer organisations to derive new ideas on specific services for this target group. Young farmer’s most important demands for services are advice in the process of setting up a business, job placement and networking among young farmers and with experienced farmers, e.g. by specific arrangement such as young farmer’s days, field trips etc. The current offers of producer organisations, if...

The potential of the new EU Rural Development Programme in supporting Organic Farming Organic Eprints
Häring, Anna; Stolze, Matthias; Zanoli, Raffaele; Vairo, Daniela; Dabbert, Stephan.
Background: In July 2004, the Commission presented a new proposal for a Council Regulation on support for rural development by the European Agricultural Fund for Rural Development (EAFRD) for the programming period 2007 – 2013 which has been agreed upon in June 2005 (European Commission 2005a, Council of the European Union 2005a and 2005b). The explanatory memorandum of the new Rural Development Programme (RDP) presented by the European Commission mentions that after a period of reforms of the First Pillar of the CAP, now focus will be led on the reform of rural development policy. However, this does not mean a paradigm shift but rather a consolidation and administrative simplification making rural development policy more efficient and coherent (Wehrheim...

Organic farming and measures for European agricultural policy Organic Eprints
Häring, Anna; Dabbert, Stephan; Aurbacher, Joachim; Bichler, Barbara; Eichert, Christian; Gambelli, Danilo; Lampkin, Nicolas; Offermann, Frank; Olmos, Santiago; Tuson, Jon; Zanoli, Raffaele.
This book analyses the impact of the Agenda 2000 reform on the Common Agricultural Policy on organic farming - as one of the most established examples of environmentally freindly farming systems. The authors provide comparative assessments of the impact of first and second pillar measures on conventional and organic farms, analysing the impacts of direct payments, price support measures (agri-environmental measures, investment support, processing and marketing measures, training measures and Less Favoured Area support) for a range of countries and farm types. Finally, an outlook of possible effects of the CAP Reform 2003 on organic farming systems and recommendations on how to maximise the positive effects of agricultural policy on organic farming are...
