There is a lack of knowledge about the effectiveness and efficiency of soil conservation policies in agriculture and little understanding of how policy measures should be designed to encourage farmers to adopt soil conservation practices. This paper analyzes institutional settings surrounding agricultural soil management in ten European countries based on the Institutions of Sustainability framework. This framework considers the interdependencies between ecological and social systems, taking into account environmental conditions, farming practices impacting on soil conservation, different types of actors, policies, institutions and governance structures. Capitalizing on the mobility of livestock is one of the major ways in which pastoralists have managed ecological uncertainties and risks, as it enables them the opportunistic use of the resources. However, agricultural encroachment onto rangelands by nearby agro-pastoralists has led to a shortage in grazing area and threatened the mobility of the pastoralists. As this process leads to a significant disruption and weakening of the risk-management systems of pastoralists, they seek for various institutional arrangements with agropastoralists to enable them access to common grazing land. This paper presents a conceptual framework on how institutions of property rights and collective action can contribute to poverty reduction, including through external interventions and action by poor people themselves. The first part of the paper examines the initial conditions of poverty, highlighting the role of assets, risks and vulnerability, legal structures and power relations. The latter part investigates the decision-making dynamics of actors—both poor and non-poor—and how they can use the tangible and intangible resources they have to shape their livelihoods and the institutions that govern their lives. Examining Collective Action among Mieso Agropastoralists of Eastern Ethiopia 31

An increasing scarcity of water for crop farming and livestock watering among agropastoralists of Mieso in Eastern Ethiopia has largely disrupted their livelihoods. Indigenous water well maintenance and government initiated rainwater harvesting are two important collective actions common among these communities. With the aim of examining collective action institutions in both cases, we collected data from different stakeholders and individual members. WHY DOES POVERTY PERSIST IN RURAL ETHIOPIA? 31

This paper seeks to address the question: why does poverty persist in rural Ethiopia? We argue that it is largely a lack of entitlements to fundamental livelihood assets which urges poor rural farmers into livelihood diversification to make a living. We base our findings on empirical work, which is based on information gathered from a three-round survey of 149 rural households in Ethiopia during 1999/2000 cropping season. The FGT poverty index is employed to examine the extent and severity of rural poverty and reveals that nearly 40% of the sample households live below poverty line with average poverty gap of 0.047.
