Farm Planning under Uncertainty: A Review of Alternative Programming Models AgEcon

The complexity of modelling risk in farming systems is explained and the artistic nature of the task noted. A brief outline is presented of an appropriate conceptual framework, drawing attention to the merits of stochastic efficiency criteria for analysis of systems when risk preferences of individual farmers are unavailable. A distinction is drawn between planning problems with and without embedded risk. The merits of 'utility efficient' (UE) programming are explained. Extensions of programming models, including UE formulations, to embedded risk using discrete stochastic programming are reviewed. Agricultural economists and world poverty: progress and prospects AgEcon

New development paradigms come and go, seemingly with increasing rapidity, yet poverty remains the scourge of the developing nations. As we enter the new millennium, we fear that still more development fads and fancies will emerge, to be taken up and then dropped by the development community. These swings in fashion bring with them the danger that the ‘basics’ of effective development strategies for poverty reduction will be neglected. In this article, we advance some personal and perhaps controversial views about the virtues of getting agriculture moving as a means of reducing poverty, and about the role that agricultural economists can and should play in that endeavour.

An Economic Evaluation of the Footrot Eradication Program in the New England Region of New South Wales AgEcon

An assessment is presented of the costs and benefits of a scheme in the New England region of New South Wales for the control of footrot in sheep. An ex post evaluation is presented of the operation of the scheme since its inception in 1960 to the present, and also an ex ante appraisal is made of the proposed continuation of the scheme in the future. Data were collected from the implementing agencies and from samples of sheep farmers in the target area and in another area where the disease is endemic. Some coefficients not otherwise available were estimated by a panel of experts by use of a Delphi procedure. Little attention has been given in the agricultural economics literature to the impact of off-farm work on farm productivity and efficiency. More knowledge about what determines part-time farming and whether farm productivity and efficiency are affected by part-time farming could help policy makers introduce better targeted rural development policies. This paper aims to fill the above-mentioned gaps by first analysing factors that influence the choice of off-farm work; and then examining how off-farm work influences productivity and technical efficiency at the farm level. A method of stochastic dominance analysis with respect to a function (SDRF) is described and illustrated. The method, called stochastic efficiency with respect to a function (SERF), orders a set of risky alternatives in terms of certainty equivalents for a specified range of attitudes to risk. It can be applied for conforming utility functions with risk attitudes defined by corresponding ranges of absolute, relative or partial risk aversion coefficients. Unlike conventional SDRF, SERF involves comparing each alternative with all the other alternatives simultaneously, not pairwise, and hence can produce a smaller efficient set than that found by simple pairwise SDRF over the same range of risk attitudes. Arrow (1965) stated that making markets for trading risk more complete can be socially beneficial. Within this perspective, we discuss the feasibility of farm revenue insurance for Australian agriculture. The feasibility is first discussed from an insurer's point of view. Well-known problems of moral hazard, adverse selection and systemic risk are central. Then, the feasibility is studied from a farmer’s point of view. A simulation model illustrates that gross revenue insurance can be both cheaper and more effective than separate price and yield insurance schemes. Income insurance as a risk management tool after 2013 CAP reforms? AgEcon

The ecosystem and the economic subsystem are interlinked. In fact, it is the overconsumption of scarce resources or the overproduction of bad outputs at economic system level that causes a great part of the imbalances at the ecosystem level. Some imbalances do not originate at the economic system level, but are due to external factors. Given the possibility of external shocks, respecting static sustainability thresholds is not a guarantee for system sustainability. In a dynamic setting, the concept of resilience is therefore helpful. In this paper we show how this concept can complement the traditional efficiency approach to come to a sustainable value creating economic system.

Poverty reduction has been an underlying goal of governments and the development community since the Second World War, but it was the 1973 Nairobi address of Robert S. McNamara, then President of the World Bank, that created a new commitment to directly address poverty reduction in the quest for development (McNamara 1973). More than half a century after the war and close to 30 years after Robert McNamara’s speech, poverty is still rampant in many parts of the globe.
