Effects of Increased Biofuel Blending on Demand for Biomass, Food Production and Commodity Prices in Eastern Germany AgEcon
Zeller, Heiko; Haring, Anna Maria; Khachatryan, Armen.
Renewable resources are gaining importance in modern society due to their expected positive effects on agriculture, the environment and the economy. To support renewable energy from biomass the EU promotes the cultivation of energy crops. A spatial equilibrium model is applied based on the concept of maximizing net welfare, to provide information whether energy crop production competes with food production for land area and to show the effects of increased biofuel demand on food prices. The Model of Interregional Trade of Energy Crops (ITEC) refers to Eastern Germany and adjacent areas of Poland. Results show that the regions produce enough feedstocks to meet the demand for food and biofuel production. In many cases both food crops and biofuels are either...

Policies Supporting Organic Food Markets in the EU: Analyses by Stakeholders in 11 European Countries AgEcon
Vairo, Daniela; Haring, Anna Maria; Dabbert, Stephan; Zanoli, Raffaele.
There is no single 'best way' of policy development. Bottom-up approaches to policy design and a broad debate among stakeholders facilitate policy learning and innovation. A novel approach of a bottom-up policy design process involving stakeholders is introduced. First results obtained by this methodology are presented. The outcomes of a large international effort for a development of policies for organic food and farming in Mai 2004 in Europe are analyzed: the synthesized results from 11 European countries (AT, CH, CZ, DE, DK, EE, GB, HU, IT, PL, SI) on the current situation of policies related to the organic food market in Europe are highlighted and policy recommendations for the development of the organic food and farming sector formulated....

Organic Farms in the EU: Status Quo, Development Strategies and Policy Impacts on Selected Arable and Dairy Farms AgEcon
Haring, Anna Maria.
Organic farming is increasingly considered in the European Common Agricultural Policy. Sound evaluations of the effects of policy measures on organic farms in the EU are needed to face the challenges in future policy design. The effects of various policy scenarios on profitability and development strategies of typical organic arable and dairy farms are analysed for the EU countries Germany, Denmark, the United Kingdom and Italy. Based on an approach which integrates simulation modelling and focus groups, profitability of model farms is analysed ex-post for year the 1999 and their potential development simulated until 2008 under Agenda 2000 and three alternative policy scenarios. For each policy scenario potential farm adaptation strategies are analysed....

Stakeholder Assessment of Agricultural Policies and Development of Policy Instruments: A Cross-country Synthesis of National Policy Workshops in 11 European Countries AgEcon
Haring, Anna Maria; Vairo, Daniela; Dabbert, Stephan; Zanoli, Raffaele.
EU enlargement has combined two very different patterns of organic farming development under one market and policy framework. An approach to policy learning and innovation is presented. In the effort in bringing together stakeholders of the organic and general agricultural policy sector within the EU in Mai 2004 groups of stakeholders met for structured workshops in 11 European countries with the objective to formulate policy recommendations for the development of the organic farming sector. This contribution presents the synthesized results from all national workshops highlighting the current situation of organic farming policy in Europe and providing recommendations for future policy design.

Impact of the EU Common Agricultural Policy on Organic in Comparison to Conventional Farms AgEcon
Haring, Anna Maria; Offermann, Frank.
Farms in the EU receive considerable support from the Common Agricultural Policy. Support for organic and conventional farms is analysed, covering a wide range of different Common Agricultural Policy support measures. The current design of the Common Market Organisations tends to disadvantage organic farming systems, although developments in the last two CAP reforms (year 1992 and 2000) and the latest reform (2003) have reduced the discrimination of extensive farming systems and now provide opportunities to introduce measures to meet some of the needs of organic farms.
