THE EXTENT OF SPRAWL IN THE FRINGE OF JAKARTA METROPOLITAN AREA FROM THE PERSPECTIVE OF EXTERNALITIES AgEcon

The Jakarta Metropolitan area has experienced urban sprawl. Existing planning processes do not appear to manage sprawl effectively. The aim of this study is to empirically analyse the contribution of spatial externalities on sprawl, and its effect on proximate agricultural land and conservation areas. A residential location choice model incorporating externalities is constructed, and a Tobit panel data analysis is conducted using grid-based land use data. The analysis finds significant empirical evidence regarding the contribution of neighbourhood development externalities to sprawl. Implications for policy are discussed.

Management of Water Reservoirs (Embungs) in West Timor, Indonesia AgEcon

Communal water storage reservoirs (embungs) that serve many villages in West Timor, Indonesia, by providing water during the prolonged annual dry season are experiencing severe sedimentation problems. Sedimentation of reservoirs progressively reduces their water storage capacity and the benefits to community. This paper investigates four alternative strategies for managing the sedimentation of a typical village embung: (1) current management (a “no management” situation), (2) soil conservation in the embung catchment, (3) periodic sediment removal and (4) both soil conservation and sediment removal. Natural resource accounting in theory and practice: A critical assessment AgEcon

In this paper an extensive review of the theoretical and applied literature on natural resource accounting (NRA) is provided. The review begins by explaining the economic theory that underpins NRA, contrasting welfare and sustainability as policy goals, and presenting various distinct conceptions of national income. The state of play regarding official revisions to the system of national accounts (SNA) with respect to natural resources and the environment is presented and controversial areas are highlighted. Finally, the economic literature on proposed revisions, and applied studies that have proceeded using these methods, is summarised and critiqued. Depreciation and Obsolescence in the Context of Natural Resource Accounting AgEcon

Conventional national accounting practice emphasises depreciation as both a physical loss in productive capital and an economic loss due to obsolescence. This emphasis is only partially paralleled in prescriptions for natural resource accounting, where resource depletion is typically treated as “physical capital depreciation”. Depreciation resulting from obsolescence—and thus relative price changes rather than physical wastage—does not feature in resource accounting. Coordination and Strategic Behaviour in Landscape Auctions AgEcon

Designing a conservation auction where bidders know the ecological value of their land poses challenges for policy makers because bidders will tend to increase their asking price. This is known as strategic behaviour, and it is particularly prevalent in sequential auction settings. The tender process ceases to be competitive when strategic behaviour occurs, eroding the efficiency advantages of an auction. To overcome this problem, contract options can be designed such that early winners are restricted in their efforts to strategically manipulate auction outcomes. Malaysia’s rice sector is highly protected, with the protection justified largely by arguments for food security. The government intervenes in the rice market by providing subsidies to farmers and consumers as well as imposing high import duties. Furthermore, the rice trade is controlled through a sole importer. In this paper, the welfare effects of eliminating the major government interventions in Malaysia’s rice sector are evaluated. A modified spatial price equilibrium model that incorporates a sole importer with a fixed domestic price has been developed to measure the welfare impacts of the market distortions. AN APPROACH TO THE ECONOMETRIC ESTIMATION OF ATTITUDES TO RISK IN AGRICULTURE AgEcon

A simple model is developed relating the debt and asset portfolio of the farm to the production decision, which leads to a small non-linear system of equations. The system is estimated with time-series cross-sectional data from Australian broadacre agriculture using non-linear three-stage least squares. This gives a new method of estimating risk aversion coefficients by using actual behaviour of farmers in a realistic economic environment, rather than games played in artificial situations. Australian farmers are found to be risk averse, and the partial coefficient of risk aversion decreases with wealth and increases with income. Damaged Goods: A resource depletion model of addictive consumption AgEcon

Economic research on the consumption of harmful goods focuses principally on the addictive nature of consumption rather than its impacts on health, despite medical research showing that consumers primarily consider health effects when making decisions about addictive behaviour. In this paper, the standard rational addiction model is recast in terms of a resource depletion problem, where the resource in question is a depletable stock of health, and the time horizon is finite. Analysis of the prototype health depletion model finds two types of consumption path, one that is compatible with the results from rational addiction and one that is not. Several extensions to the prototype model are explored.
