How Change Agents and Social Capital Influence the Adoption of Innovations among Small Farmers: Evidence from Social Networks in Rural Bolivia AgEcon

This paper presents results from a study that identified patterns of social interaction among small farmers in three agricultural subsectors in Bolivia—fish culture, peanut production, and quinoa production—and analyzed how social interaction influences farmers’ behavior toward the adoption of pro-poor innovations. Twelve microregions were identified, four in each subsector, setting the terrain for an analysis of parts of social networks that deal with the diffusion of specific sets of innovations. Public–private partnerships constitute a new mode of operation in many fields of development, including the development of innovation in developing-country agriculture. Capacities to identify opportunities, develop common interests, and negotiate commitments are prerequisites for successful public–private partnerships. Yet, many public–private partnerships fail due to lack of both skills among the partnering agents and efforts to strengthen these skills. El sector agrícola de Bolivia se caracteriza por tener bajos índices de adopción de conocimiento avanzado en sus procesos productivos, a pesar de los esfuerzos continuos por parte de distintas instituciones y agencias de cooperación por desarrollar innovaciones entre los pequeños productores de escasos recursos. Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies. This study, however, considers that innovation systems policymaking and governance also has to do with the structures and procedures decision makers set up to provide incentives for innovating agents and the interaction and collaboration among them, thus enabling innovation. Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners. This report analyzes the relationship between the adoption of innovation packages in quinoa cultivation and absorptive capabilities in resource poor farming communities in four micro-regions of the Bolivian Altiplano. The innovation packages studied consist of: the use of special seeders (SATIRI), seeding of improved varieties, application of special pest and disease control measures, application of animal manure, introducing “singing” tapes against birds, use of special baskets for seeding, special harvesting techniques (sickle cut), an application new threshing technology.
