| Traditional approaches to innovation systems policymaking and governance often focus exclusively on the central provision of services, regulations, fiscal measures, and subsidies. This study, however, considers that innovation systems policymaking and governance also has to do with the structures and procedures decision makers set up to provide incentives for innovating agents and the interaction and collaboration among them, thus enabling innovation. | Public-private partnerships are a new way of carrying out research and development (R&D) in Latin America's agricultural sector. These partnerships spur innovation for agricultural development and have various advantages over other institutional arrangements fostering R&D. This report summarizes the experiences of a research project that analyzed 125 public-private research partnerships (PPPs) in 12 Latin American countries. The analysis indicates that several types of partnerships have emerged in response to the various needs of the different partners. | This report analyzes the relationship between the adoption of innovation packages in quinoa cultivation and absorptive capabilities in resource poor farming communities in four micro-regions of the Bolivian Altiplano. The innovation packages studied consist of: the use of special seeders (SATIRI), seeding of improved varieties, application of special pest and disease control measures, application of animal manure, introducing “singing” tapes against birds, use of special baskets for seeding, special harvesting techniques (sickle cut), an application new threshing technology.
