Policies to alleviate poverty and stimulate economic growth need to be based on a sound understanding of the local agricultural systems involved. This understanding needs to extend to the responsiveness of production to price changes. To date there have been no published quantitative estimates of the responsiveness of agricultural supply in Fiji to output price changes. In this paper we present a set of highly disaggregated supply elasticities covering many of the major food crops produced and consumed in Fiji. The estimation of these elasticities is difficult in developing countries, such as Fiji, due to a lack of reliable data. We review the existing data on food demand elasticities in Fiji and examine alternative approaches to their estimation given the data constraints present. We use a stated preference approach to provide a new set of estimates of food demand elasticities for Fiji using cross section data. A preliminary analysis of demand in eight major OECD wool-consuming countries is used to provide up-to-date estimates of price elasticities of demand for wool. Those elasticities are employed to calculate ex ante market prices, assuming no wool price stabilisation in Australia. The computed ex ante prices are used in a dynamic simulation to estimate demand and, hence, revenue from wool sales to the eight countries in the absence of reserve price operations in Australia. Based on the preferred semi-log demand curve, the variability of wool prices is estimated to have been reduced by 44 per cent, due to Australian intervention in the market up to 1977/78. Until the world financial crisis struck, commodity and food prices seemed to be on an inexorable uptrend. The increases caused widespread concern about the effects of higher food prices on poverty. These concerns are relevant to the poor people everywhere but are especially relevant to poor people in developing countries who must spend high proportions of their incomes on food. In this analysis we use data from the Fiji Islands Household Income and Expenditure Survey of 2002 – 2003 to assess the likely effects of the increase in food prices in Fiji over 2002 to mid 2008 on the incidence of poverty in Fiji. We review and discuss the impacts of some of the Fiji Islands Government’s responses designed to alleviate the impacts on the Fiji Islands community.
