This report describes the scale and scope of organic agricultural production in New York State in 2008. The most current data available generated by the 2008 U.S. Organic Production Survey conducted by National Agricultural Statistics Service, (NASS-USDA) are summarized for New York. Production data are broken down into the following types of farm output: livestock and poultry; field crops; vegetables, potatoes and melons; fruit and tree nuts; floriculture and bedding crops; berries; Christmas trees and maple syrup. This publication reviews the key elements needed for successful formation and development of new cooperative businesses. The motivation for and process of forming cooperatives are discussed. Six phases of cooperative formation are presented including: 1) identifying the opportunity, 2) building consensus on the potential for a cooperative, 3) developing trust among potential members, 4) securing member commitment, 5) involving other stakeholders, and 6) starting up the cooperative enterprise. Agricultural cooperatives have historically played an important role in marketing farm products produced in New York State dating back to the 1800’s. Some of the first dairy marketing cooperatives organized in the U.S. were formed in New York. Many early dairy cooperatives were created to bargain for prices and terms of trade on behalf of farmer members with dairy processors. The number of dairy processing plants and firms in the U.S. and New York State have decreased significantly over the past fifty years. Vermont agricultural cooperatives were surveyed to investigate key factors contributing to cooperative success. Most of the cooperatives were formed within the last 15 years. Financial, organizational, and operational data were collected for selected years from 1974-1984. Average annual changes in gross sales were used to divide cooperatives into low-growth and high-growth groups. Selected variables were identified to classify individual cooperatives into low- or high-performance groups with discriminant analysis. Management experience and adoption of multi-year plans were the two factors found to have the most significant influence on cooperative sales growth. |

Since the inception of Pro-Fac Cooperative (PF) in 1960, the cooperative has undergone significant structural and organizational changes. The PF case presents a unique opportunity to examine the changes in the processed fruit and vegetable industry and the strategies adopted by a producer-owned cooperative to best represent member interests in the face of the industry structural changes over the past fifty years. China prioritized a New Socialist Countryside reform policy in 2005 to address the growing disparities in incomes and living standards between rural and urban populations. These policies are evaluated to provide a base line index of reform concerning farmer, agricultural, and rural economic development. Aggregate index scores are computed to rank provincial progress. Rankings indicate the progression of rural economic reform is moderate, at best, and mostly isolated to well-developed eastern provinces. Reform growth is also uneven across similarly, rural provinces indicating a need for continued attention in these poorer areas. A framework is developed for assessing various business structural options. Cooperatives are unique business organizations. Many of their unique characteristics have a direct impact on how decisions are arrived at as well as the ultimate decision made. This study reviews current literature on cooperatives and decision making. A decision making model is developed to arrive at a set of provisional hypotheses. Fourteen U.S. agricultural cooperatives were studied through interviews with chief executive officers and chairpersons of the board of directors. In response to considerable structural changes in the fruit and vegetable industry over the last fifty years, Pro-Fac Cooperative, Inc. has undergone significant adjustments to retain its competitive position and best represent farmer-member interests. Three distinct phases of operations are discussed that include various combinations of agricultural service, food processing, and product marketing activities. In particular, an ownership control rights framework is applied to the cooperative’s expansion into significant national branded product operations, and then to the ultimate decision to seek an outside equity infusion to address growing financial, managerial, and operational constraints facing the cooperative and its members. |
