FARM HOUSEHOLD DECISIONS UNDER VARIOUS TAX POLICIES: COMPARATIVE STATIC RESULTS AND EVIDENCE FROM HOUSEHOLD DATA AgEcon

The study is devoted to the comparative static analysis and econometric estimation of farm household decisions under both standard and agricultural taxes. Accounting for labor market constraints a non-separable model is constructed implying increasing per-unit costs of accessing labor markets. To control for tax-induced adjustments related to labor market imperfections we compare the results to those derived from a separable approach, assuming perfect labor markets. Theoretical results suggest that most tax-induced responses are ambivalent mainly caused by shadow prices effects. Further, tax-induced effects differ between the two model versions. This paper derives an applied general political economy model incorporating a model of political decision-making into a computable general economic equilibrium model. Political decision-making among a set of legislators is modeled via a mean voter decision rule derived from a modified non-cooperative legislative bargaining game of a BARON-FEREJOHN type. Legislators’ preferences are endogenously derived from political support maximization, where policies translate into legislators’ support according to a political transformation surface. Economic Impact of the Mid-Term Review on Agricultural Production, Farm Income and Farm Survival: A Quantitative Analysis for Local Sub-Regions of Schleswig-Holstein in Germany AgEcon

This study analyzes the impact of the Mid-Term Review (MTR) on the agricultural sector in Schleswig-Holstein, a federal state in Germany. First, a very detailed farm group linear programming model is built to quantify the effects on agricultural production and farm incomes. The production adjustment to the MTR and its impact on farm profit vary significantly between individual farms. These results depend mainly on the farm type and the resource endowments of the farms. Second, the impact on structural change is examined with a farm survival model. Although the MTR clearly reduces the incomes of several farm types, it accelerates the structural change only gradually.

The impact of political institutions, e.g. the organization of legislature, election and party systems, on agricultural protection has hardly been taken into account explicitly in theoretical and empirical studies, yet. Measuring the Influence of Information Networks on Transaction Costs Using a Non-parametric Regression Technique AgEcon

All business transactions as well as achieving innovations take up resources, subsumed under the concept of transaction costs (TAC). One of the major factors in TAC theory is information. Information networks can catalyse the interpersonal information exchange and hence, increase the access to nonpublic information. Our analysis shows that information networks have an impact on the level of TAC. Many resources that are sacrificed for TAC are inputs that also enter the technical production process. As most production data do not separate between these two usages of inputs, high transaction costs are unveiled by reduced productivity. However, presently applied evaluation techniques are clearly lagging behind the ambiguous evaluation targets set by the EU Commission. Abstract—This paper studies the role of political institutions in determining the political success of agriculture in avoiding taxation or attracting government transfers in developing and industrialized countries, respectively. The model is based on a probabilistic voting environment, where in industrialized countries rural districts are less ideologically committed than urban districts, while in developing countries urban districts are less ideologically committed than rural districts. This paper focuses on networks as determinants of rural migration and the importance of networks in a rural development perspective. Furthermore the impact of public goods and amenities on migration decisions in rural regions is investigated. Special attention is paid on heterogeneity in peoples migration-decisive components. Data base is a non-farm household-survey of four rural communities in Poland. The paper presents a political economy analysis of the present and future CAP reform induced under different policy scenarios regarding future EU enlargement and future WTO agreements. Theoretically, the analysis is based on a political exchange model suggested by HENNING (2000). Main results are: (i) Both present and future CAP reforms are significantly biased by the political influence of farmers' lobby. (ii) In quantitative terms an EU enlargement would induce a much stronger shift in the future CAP when compared to increased WTO restrictions. (iii) The timing of the reform is important, given the fact that induced CAP reforms would be supported by a qualified majority within the EU-15, but within the EU-25 these reforms would be defeated by coalition...
